**Description:**

Sabuai is an indigenous village located on the coast of Kotawaringin Barat district, Central Kalimantan. The people of Sabuai are ethnically *Melayu*, who are an indigenous people similar to the Dayak, but practice Islam. Sabuai is a coastal village which directly faces the Java sea and is to the south of the Pangkalan Bun, the district capital. This village is crossed by Rengas, Beguruh and Getah rivers.

Most of the villagers are farmers (25%), fishermen and livestock farmers (7%), temporary laborers (14%), and the rest are students and housewives (43%). The major commodities cultivated in the village are rice, coconut and oil palm. Rice and coconut are currently cultivated in around 750 and 112 hectares of land respectively. Only 25 hectares of oil palm plantations are located in Sabuai. Some villagers raise cattle and chickens with a total land area of 23 ha. The fishing households in the village generally catch a total of 1 ton per month.

Sabuai residents are mostly educated to the elementary school level. They have a rather low quality of housing, health service and economic institutions. The village has two elementary schools. The people of Sabuai have limited access to health facilities and public infrastructure, so the villagers have to go to the nearest town if they have health issues. Road access is also poor as the road is mostly made of sand and gravel. The road connects the village to the nearby villages, but it takes about two hours to get to the nearest town.

Coconuts are central to the household industries in Sabuai. Communities produce coconut oil (15 people with 3 units of processing machine), virgin coconut oil (VCO) (3 people with 1 unit of processing machine), and handcraft. As a pretty, coastal village, there is also potential for developing tourism in Sabuai.

**The Spatial Plan:**

Sabuai Village is committed to developing its village sustainably. As part of their sustainability journey, they have designated areas for protection and cultivation in the village spatial plan. The village is committed to preserve as much as 516 hectares of remaining forests under a social forestry scheme. At present, these forests are designated as production forests by the national government but the local communities are proposing to protect the remaining forests while restoring degraded forests and ecosystems.  Around 190 hectares of the protected forests will be developed for ecotourism. Furthermore, the village is planning to pilot silvo-fisheries in the mangrove forests, covering around 600 hectares.

**Interventions:**

**1. Ecosystem Restoration**

Ecosystem restoration in Sabuai village started in 2021. First, a free prior and informed consent (FPIC) process was carried out to ensure that villagers were fully informed about ecosystem restoration and consented. Second, the Village Head issued a decree to establish a restoration team. The team consists of 5 (five) people, including the Village Head, head of village council, and three village representatives who manage and implement the ecosystem restoration, including management of the nursery. Third, community meetings were facilitated to agree on the restoration design and select the areas that will be restored as well as the tree species used while ensuring a balance among ecological, economic and social value species.

In March 2021, the construction of a 250 square meter, semi-permanent nursery began. Trees were planted periodically from March 2021 to October 2022, covering 69 hectares in secondary peat swamp and mangrove forests.

\
Local villagers saw community-based restoration as a pathway for improving land productivity. As historically the people of Sabuai were swidden farmers, a government ban on the use of fire in agriculture meant that much of their rice farming land had to be abandoned. These lands are now unmanaged and prone to wildfires. Restoring these lands, using a mixture of species that have both economic and ecological values, means that they can benefit from these lands again while protecting the environment.

__The Land Use History__

In 2000, 72% of Sabuai village area, equal to around 4,700 hectares, was covered by secondary swamp forest (around 4,000 hectares) and primary mangrove forest (around 700 hectares). Within twenty years, Sabuai lost around 4,000 hectares of forests, which was mostly replaced by shrubs. Data from Global Land Analysis and Discovery (GLAD) identified that the largest forest loss occurred in 2006-2007 due to fires. Currently, Sabuai only has 718 hectares of forests, equivalent to 11% of the village area.

**2. Agroforestry: Technologies for increasing the harvests from coconut agroforestry systems**

As a coastal village in Central Kalimantan, the farmers in Sabuai village cultivate coconut agroforests. The coconut agroforests, which are located in mostly muddy sands or peatland, are often intercropped with coffee, bananas, mango, sugar cane, and vegetables.

\
Despite their centrality to the local economy, the productivity and income generated from coconut agroforests are rather low. The farmers who harvest coconuts are mostly older people and the labour is limited and arduous. Consequently, these agroforests are at risk of being converted to monocultures or cleared entirely if the productivity and profitability cannot be improved.

\
We explored the use of a simple technology for harvesting  coconut as a way to increase productivity and income. We trialed the use of a *Ponkod*, a mechanical coconut tree climber, with the local communities to see if it would simplify tree climbing while reducing risk to the climbers. The *Ponkod* was selected based on the availability of the technology in Indonesia as well as its cost effectiveness compared with other options.

After trials with the farmers, however, we found that the technology was not easily adopted by coconut farmers. One of the issues was that farmers spent more time preparing and operating heavy and inflexible equipment, which slowed the pace of coconut harvesting.

Climbing coconut trees has many risks for farmers so finding alternative technologies is needed. Technologies, however, should suit the needs and preferences of farmers.

**__Next steps:__**

As an alternative to testing climbing technologies, we will work with local communities, in collaboration with a consumer goods company, to test planting dwarf coconuts on degraded lands. As these trees are much shorter, harvesting is much easier and planting will be trialed as part of agroforestry systems.

**3. Product Development and Marketing: Virgin Coconut Oil production**

Complex and biologically diverse forests and agroforests are at risk of deforestation or conversion to monocultures if their economic value to local communities is not improved.

Improving the market price of Virgin Coconut Oil (VCO) is one potential way of increasing the value of coconut agroforests in Sabuai. Local communities in Sabuai are currently producing 22 liters of VCO a year. The communities sell their VCO locally.  Our intervention aims to improve community VCO production through using new technologies, in particular a centrifugal machine, and best practices.

**4. Gawi Bahaum: Conservation and Fire-Free Village**

* According to land cover analysis, in 2020, Sabuai has 10.92% (717.6 ha) of forest cover from its total land area, which is dominated by primary mangrove forest of 78% (562 ha), followed by secondary mangrove forest and secondary swamp forest around 13% (91 ha) and 9% (64.6 ha), respectively. Further analysis showed that 91.66% of its total forest cover is located inside a forest estate while another 8.34% stand outside forest areas (APL).
* After carrying out the identification of land use, Sabuai Village is committed to protecting the forest available in the village. As the majority of this area is within the state forest, they will propose guarding Village Forests (*Hutan Desa*) through social forestry covering an area of 600 hectares.
* Other than conserving the remaining forests in the area, the village will also restore 5 hectares of dormant agricultural lands by clearing land without burning practices. The farmlands have been inactive for a long time due to a ban on clearing land by burning practices which was previously practiced by many local communities.
* As part of Gawi Bahaum program, Sabuai has committed to pursue sustainability. They have put in place several efforts to manage the land sustainably, protect human rights and also monitor deforestation and fire.

**Deskripsi:**

Sabuai merupakan kampung adat yang terletak di pesisir pantai yang berhadapan langsung dengan laut Jawa di sebelah selatan Pangkalan Bun, ibu kota Kabupaten Kotawaringin Barat, Kalimantan Tengah. Desa ini dilintasi oleh sungai Rengas, Beguruh dan Getah.

\
Masyarakat Sabuai adalah etnis Melayu, yang merupakan penduduk asli yang mirip dengan Dayak dan menganut agama Islam. Sebagian besar penduduk desa adalah petani (25%), nelayan dan peternak (7%), buruh harian (14%) dan sisanya adalah pelajar dan ibu rumah tangga (43%).

\
Komoditas utama yang dibudidayakan di desa ini adalah padi, kelapa dan kelapa sawit. Petani saat ini menanam padi seluas 750 hektar dengan total produksi 3000 ton. Kelapa merupakan komoditas terbesar kedua dengan luas total 112 hektar. Hanya 25 hektar perkebunan kelapa sawit yang berada di Sabuai. Beberapa warga desa memelihara sapi dan ayam dengan total luas lahan 23 ha. Rumah tangga nelayan di desa tersebut umumnya menangkap berbagai jenis ikan sebanyak 1 ton per bulan.

\
Penduduk Sabuai sebagian besar berpendidikan tingkat sekolah dasar dan mereka memiliki kualitas perumahan, layanan kesehatan, dan ekonomi yang agak rendah. Desa ini memiliki dua sekolah dasar. Masyarakat Sabuai memiliki keterbatasan akses terhadap fasilitas kesehatan dan infrastruktur publik, sehingga warga desa harus pergi ke kota terdekat jika memiliki masalah kesehatan. Kondisi jalan juga buruk karena sebagian besar terbuat dari pasir dan kerikil. Jalan tersebut menghubungkan Sabuai ke desa lain dan kota terdekat yang membutuhkan waktu sekitar dua jam untuk mencapainya.

\
Kelapa merupakan pusat industri rumahan di Sabuai. Masyarakat memproduksi minyak kelapa (15 orang dengan 3 unit pengolahan), minyak kelapa murni atau VCO (3 orang dengan 1 unit pengolahan), dan kerajinan tangan (2 unit pengolahan). Disamping itu, sebagai desa pesisir yang cantik, terdapat potensi pengembangan pariwisata di Sabuai.

**Rencana Tata Ruang:**

Desa Sabuai berkomitmen untuk membangun desanya secara berkelanjutan. Sebagai bagian dari perjalanan keberlanjutan, mereka telah menetapkan area untuk perlindungan dan penanaman dalam rencana tata ruang desa (Gambar 1). Desa berkomitmen untuk melestarikan hutan tersisa seluas 516 hektar di bawah skema perhutanan sosial. Saat ini, hutan tersebut ditetapkan sebagai hutan produksi oleh pemerintah pusat tetapi masyarakat setempat mengusulkan untuk melindungi hutan yang tersisa sambil memulihkan hutan dan ekosistem yang terdegradasi. Sekitar 190 hektar hutan lindung akan dikembangkan untuk ekowisata. Selanjutnya, desa berencana untuk melakukan percontohan silvofishery di hutan bakau seluas sekitar 600 hektar.

**1. Restorasi Ekosistem**

Restorasi ekosistem di desa Sabuai dimulai pada tahun 2021 dan telah melalui tiga tahapan. Pertama, proses persetujuan awal tanpa paksaan (FPIC) dilakukan untuk memastikan bahwa penduduk desa mendapatkan informasi lengkap tentang restorasi ekosistem dan memberikan persetujuan. Kedua, Kepala Desa mengeluarkan surat keputusan untuk membentuk tim restorasi. Tim terdiri dari 5 (lima) orang, termasuk Kepala Desa, ketua Badan Permusyawaratan Desa, dan tiga orang perwakilan desa yang mengelola dan melaksanakan restorasi ekosistem, termasuk pengelolaan pembibitan. Ketiga, pertemuan masyarakat difasilitasi untuk menyepakati desain restorasi dan memilih kawasan yang akan direstorasi serta spesies pohon yang digunakan sambil memastikan keseimbangan antara jenis tanaman bernilai ekologi, ekonomi dan sosial.

Pada Maret 2021, pembangunan pembibitan semi permanen seluas 250 meter persegi dimulai. Penanaman pohon dilakukan secara berkala mulai Maret 2021 hingga Oktober 2022 seluas 69 hektar di hutan rawa gambut sekunder dan hutan bakau.

\
Penduduk desa melihat restorasi berbasis masyarakat sebagai jalan untuk meningkatkan produktivitas lahan. Karena secara historis masyarakat Sabuai adalah petani ladang berpindah, larangan pemerintah atas penggunaan api dalam pertanian membuat banyak lahan pertanian padi mereka harus ditinggalkan. Lahan-lahan ini sekarang tidak dikelola dan rawan terhadap kebakaran. Melalui kegiatan restorasi ini, dengan menggunakan campuran jenis tanaman yang memiliki nilai ekonomi dan ekologi, berarti mereka dapat mengambil manfaat dari lahan ini lagi sambil melindungi lingkungan.

**2. Agroforestri: Teknologi untuk meningkatkan hasil panen dari sistem agroforestri kelapa**

\
Sebagai desa pesisir di Kalimantan Tengah, petani di Desa Sabuai membudidayakan agroforestri kelapa. Agroforestri kelapa yang sebagian besar terletak di pasir berlumpur atau lahan gambut sering ditumpangsarikan dengan kopi, pisang, mangga, tebu, dan sayuran.

\
Terlepas dari sentralitasnya terhadap ekonomi lokal, produktivitas dan pendapatan yang dihasilkan dari agroforestri kelapa agak rendah. Petani yang memanen kelapa kebanyakan adalah orang tua serta jumlah tenaga kerjanya sangat terbatas. Akibatnya, agroforestri ini berisiko dikonversi menjadi tanaman monokultur atau ditebang seluruhnya jika produktivitas dan profitabilitas tidak dapat ditingkatkan. \n 

Kami mengeksplorasi penggunaan teknologi sederhana untuk memanen kelapa sebagai cara untuk meningkatkan produktivitas dan pendapatan. Kami menguji coba penggunaan Ponkod, alat pemanjat pohon kelapa mekanis, bersama masyarakat setempat untuk melihat apakah hal itu dapat menyederhanakan teknik memanjat pohon sekaligus mengurangi risiko bagi pemanjat. Pemilihan ponkod didasarkan pada ketersediaan teknologi di Indonesia serta efektivitas biaya dibandingkan dengan pilihan lain.

\
Namun, setelah uji coba dengan petani, kami menemukan bahwa teknologi tersebut tidak mudah diadopsi oleh petani kelapa. Salah satu masalahnya adalah petani menghabiskan lebih banyak waktu untuk menyiapkan dan mengoperasikan peralatan berat dan tidak fleksibel, yang memperlambat laju pemanenan kelapa.

**__Langkah selanjutnya:__**

Sebagai alternatif untuk menguji teknologi memanjat pohon, kami akan bekerja sama dengan masyarakat setempat, bekerja sama dengan perusahaan barang konsumsi, untuk menguji penanaman kelapa kerdil di lahan terdegradasi. Karena pohon-pohon ini jauh lebih pendek, pemanenan jauh lebih mudah dan penanaman akan diujicobakan sebagai bagian dari sistem agroforestri.

**3. Pengembangan dan Pemasaran Produk: Produksi Minyak Kelapa Murni**

Hutan dan agroforestri yang kompleks dan beragam secara biologis berisiko mengalami deforestasi atau konversi menjadi lahan tanaman monokultur jika nilai ekonominya bagi masyarakat lokal tidak ditingkatkan.

\
Untuk meningkatkan nilai agroforestri kelapa, kami mendukung masyarakat untuk mengembangkan produk kelapa olahan yang bernilai tambah.

\
Meningkatkan harga pasar Virgin Coconut Oil (VCO) merupakan salah satu cara potensial untuk meningkatkan nilai agroforestri kelapa di Sabuai. Masyarakat lokal di Sabuai saat ini memproduksi 22 liter VCO per tahun dan menjualnya di tingkat lokal.

\
Intervensi kami bertujuan untuk meningkatkan produksi VCO masyarakat melalui penggunaan teknologi baru, khususnya mesin sentrifugal, dan praktik terbaik.

\
\
**__Dampak:__**

Pendapatan tambahan yang dihasilkan dari VCO dapat mencapai hingga Rp 24.000.000 per tahun, tergantung alokasi tenaga kerja rumah tangga untuk produksi VCO. Peningkatan kapasitas masyarakat lokal dalam produksi VCO secara mekanis serta peningkatan pengetahuan tentang cara menggunakan produk sampingan dari produksi VCO.

**Systemic Problem**

As the deforestation rate decreases in Indonesia, one persistent cause that will be difficult to address is fire-induced deforestation. After massive fires in 2015, which were caused by an El Niño event, the government of Indonesia issued stringent regulations to prevent all burning in agriculture across the archipelago.

Local communities do not have the resources to change their practice from swidden farming to non-burning agricultural practices. Many land areas are hence abandoned because farmers cannot afford fertilizers or machinery for land clearing.

\
Swidden farming, which was once a sustainable practice, can now trigger massive fires that spread across degraded landscapes, which result in transnational haze. Swidden farming was sustainable under low population density and community access to land. Local communities used fire to clear one plot of land and then they moved to another plot to let the previous plot of land regrow. With limited living space as land has been controlled by agricultural estates, the area available for swidden farming has been significantly reduced. This has led to shorter fallow periods for land, preventing forest regrowth and affecting the overall fertility of the soil. As climate change potentially increases the frequency and severity of droughts, the frequency of wildfires may likewise increase.

**Intervention**

Our intervention aims to find solutions so that farmers can access and afford non-burning agricultural inputs. For land clearing, we trial technology and natural land-clearing techniques as the alternatives to fire. We also develop alternative organic inputs in agriculture that can increase sustainable soil fertility and organic production yields.

**Locations**

The intervention is currently implemented in two villages, namely Kubu Village in Kotawaringin Barat and [Sepundu Hantu village](https://kaleka.id/village/sepundu-hantu) in Seruyan, Central Kalimantan.

Kubu village has a flat topography with an elevation range from 0 to 45 m above sea level. The village consists of 91.7% peat and 8.3% mineral with four types of soil, including spodosol, entisol, histosol, and inceptisol. Based on peat thickness, peat soil in Kubu is categorized as shallow/thin peat approximately 50-100 cm.

[Sepundu Hantu Village](https://kaleka.id/village/sepundu-hantu) is located in a hilly and mountainous area with an elevation range from 100 to 665 m above sea level. The village is dominated by dryland forest. All soil in [Sepundu Hantu](https://kaleka.id/village/sepundu-hantu) is mineral, including ultisol, andosol, latosol, and grumusol.

**Method and Progress**


1. __Agreement on non-burning practices with the communities__

   Prior to the start of the work, intensive discussions with communities were carried out to agree on the adoption of non-burning practices. The agreement was documented in the meeting minutes (berita acara). This agreement became the basis for issuing a village- or community-level regulation to ensure the compliance of the local people in carrying out their agricultural practices.

   In Kubu village, local communities agreed to self-produce organic fertilizer; manage water levels; plant eggplants, tomatoes, corn, long beans, water spinach, chili, and cucumbers in a demonstration plot; and monitor the activities.

   \
   In Sepundu Hantu village, local communities agreed to use hoes and machetes for land preparation; plant corn, chili, long beans, and eggplants in the demonstration plot; and monitor the activities.

2. __Intervention design: selection of area and species for non-burning cultivation__

   After the agreement was reached, communities were then provided with access to agricultural inputs for the first period of the planting until they were able to sustain the planting cycle independently.

   In Kubu village, local communities first chose to plant rice, specifically a local species known as Tampuy Paddy. Generally, the farmers used local varieties with average productivity of 3 tonnes per hectare and harvest periods of 5–6 months. Farmers planted local rice in 5 hectares. The communities chose an excavator for land clearing as the alternative to fire.

In Sepundu Hantu village, farmers chose to grow a local rice species called Geragai Paddy, an upland rice planted in dryland. However, because the paddy cultivation season had passed, farmers changed the commodity preferences into vegetables such as corn, chili, long beans, and eggplants. A total area of 5 hectares of land was selected. Farmers manually used hoes and machetes for land clearing.

3. __Providing alternative agricultural inputs for planting and maintenance__

   After agreeing on the design of the intervention, communities were then provided with agricultural inputs in the planting process. Farmers were trained to adopt organic farming practices and were assisted in producing organic fertilizers and pesticides. Farmers then applied those practices and products in their plots.

   \
   In Kubu, organic fertilizers come from agricultural waste and local microorganisms. Training on water management was also provided as one of the important factors for successfully cultivating rice in peat lands. At the end of the cycle after 5 months, the results showed that the yield was low due to floods and low doses of organic fertilizers. High rainfall intensity caused rice fields to be inundated. Previously, when high rainfall did occur, farmers in Kubu managed to harvest Tampuy rice in the same field. Tampuy rice is a variety of upland rice that is grown in soil rather than flooded rice paddies. This variety can survive in various types of soil.

   \
   After evaluating the current situation, farmers then changed the crops planted while waiting for the rice-planting season so that the land did not become idle. They developed an intercropping system of short-lived crops such as chilies, green beans, long beans, cucumbers, kale, and spinach.  Soil fertility improvement in peatland was largely affected by water management. Training was provided so that farmers could measure the elevation of the land and make drainage to regulate the water level. Furthermore, recommendations for better organic farming practices include the need to increase or determine the appropriate dose for each crop type. Moreover, apart from being introduced to organic fertilizers, farmers need to be introduced to organic pesticides, insecticides, and herbicides to control pests and plant diseases.

4. __Monitoring outputs and impact__

   The monitoring of progress and outputs is being carried out every 3 months. Four indicators that are monitored include agricultural input, plant condition, time allocation, and  yield. The agricultural inputs indicator measures resources used in the farm such as fertilizer, including the type of fertilizer for each plant, dosage, and application date. The plant condition indicator measures the growth and development of plants, including plant height, diameter, leaf width, flower, and fruit weight. In terms of time allocation, the indicator measures how much time is spent by farmers for each farming activity in each week, month, and year. Finally, the yield indicator measures the number of living and dead plants, total harvest, selling price, and farmer’s income.

**Impact**

10 indigenous farmers who used fire in their agricultural practices have access to fertilizers and land-clearing equipment 25 hectares were cultivated for food crops by indigenous people without burning.

**Lessons learned**

The rice species that we selected did not grow optimally, resulting in low yields. Our initial assessment shows that a comprehensive water-management system should be implemented and the species should be selected considering the peat characteristics. We proposed organic farming practices as an alternative to swidden farming. However, we found out that the production of organic fertilizers in the district is limited. We are currently finding sources for organic fertilizers, including from agricultural waste such as dried rice stalks, fruit peels, and oil palm bunches. The exact dose of organic fertilizer should be further researched for each type of plant to increase the yield. If applied optimally, organic fertilizer can stimulate root growth, increase soil fertility, and increase crop yields.

**Masalah Sistemik**

Dengan menurunnya laju deforestasi di Indonesia, salah satu penyebab yang sulit diatasi adalah deforestasi akibat kebakaran. Setelah kebakaran besar pada tahun 2015 yang disebabkan oleh peristiwa El Niño, pemerintah Indonesia mengeluarkan peraturan yang ketat untuk mencegah semua kebakaran di lahan pertanian di seluruh nusantara.

Masyarakat setempat tidak memiliki sumber daya untuk mengubah praktik mereka dari perladangan berpindah ke praktik pertanian tanpa bakar. Banyak lahan yang kemudian ditinggalkan karena petani tidak mampu membeli pupuk ataupun mesin untuk membuka lahan.

\
Perladangan berpindah, yang dulu merupakan praktik berkelanjutan, kini dapat memicu kebakaran besar yang menyebar ke lanskap terdegradasi dan berpotensi menghasilkan kabut asap lintas negara. Perladangan berpindah dikatakan berkelanjutan apabila kepadatan penduduk rendah serta masyarakat memiliki akses terhadap lahan. Masyarakat setempat menggunakan api untuk membersihkan satu petak lahan kemudian mereka berpindah ke lahan lain dan membiarkan lahan sebelumnya ditumbuhi kembali. Akan tetapi, karena lahan telah dikuasai oleh perkebunan tani, area yang tersedia untuk perladangan berpindah telah berkurang secara signifikan. Hal ini menyebabkan periode berayang lebih singkat, mencegah pertumbuhan hutan dan mempengaruhi kesuburan tanah secara keseluruhan. Karena perubahan iklim berpotensi meningkatkan frekuensi dan keparahan kekeringan, frekuensi kebakaran hutan juga dapat terus meningkat.

**Intervensi**

Intervensi kami bertujuan untuk menemukan solusi yang tepat agar petani dapat mengakses dan membeli input pertanian tanpa bakar. Untuk pembukaan lahan, kami mencoba teknologi dan teknik pembukaan lahan secara alami sebagai alternatif dari pembakaran. Kami juga mengembangkan input organik alternatif di bidang pertanian yang dapat meningkatkan kesuburan tanah yang berkelanjutan dan hasil produksi organik.

Intervensi saat ini dilaksanakan di dua desa, yaitu Desa Kubu di Kotawaringin Barat dan [Desa Sepundu Hantu di Seruyan](https://kaleka.id/village/sepundu-hantu), Kalimantan Tengah.

Desa Kubu memiliki topografi datar dengan ketinggian antara 0 hingga 45 mdpl. Kesepakatan tersebut didokumentasikan dalam risalah rapat (berita acara). Kesepakatan ini menjadi dasar untuk mengeluarkan peraturan desa atau masyarakat untuk memastikan kepatuhan masyarakat setempat dalam menjalankan praktik pertanian mereka.

   Di Desa Kubu, masyarakat setempat sepakat untuk memproduksi sendiri pupuk organik; mengelola ketinggian air; menanam terong, tomat, jagung, kacang panjang, kangkung, cabai, dan ketimun dalam demplot; dan memantau kegiatan.

2. __Desain intervensi: pemilihan area dan spesies untuk budidaya tanpa bakar.__ \n Setelah kesepakatan tercapai, masyarakat kemudian diberikan akses input pertanian untuk periode pertama penanaman sampai mereka mampu mempertahankan siklus tanam secara mandiri.

   Di Desa Kubu, masyarakat setempat pertama kali memilih untuk menanam padi, khususnya spesies lokal yang disebut Padi Tampuy. Umumnya petani menggunakan varietas lokal dengan produktivitas rata-rata 3 ton per hektar dan masa panen 5–6 bulan. Petani menanam padi lokal seluas 5 hektar. Masyarakat menggunakan ekskavator untuk pembukaan lahan sebagai alternatif pembakaran.

Di [Desa Sepundu Hantu](https://kaleka.id/village/sepundu-hantu), petani memilih untuk menanam jenis padi lokal yang disebut Padi Geragai, sejenis padi dataran tinggi yang dapat ditanam di lahan kering. Namun karena musim tanam padi telah berlalu, petani mengubah preferensi komoditas menjadi sayuran seperti jagung, cabai, kacang panjang, dan terong. Total area seluas 5 hektar lahan. Petani secara manual menggunakan cangkul dan parang untuk membuka lahan.

3. __Menyediakan input pertanian alternatif untuk penanaman dan pemeliharaan.__ \n Setelah menyepakati desain intervensi, masyarakat kemudian diberikan input pertanian dalam proses penanaman. Petani dilatih untuk menerapkan praktik pertanian organik dan dibantu dalam memproduksi pupuk dan pestisida organik. Petani kemudian menerapkan praktik dan produk tersebut pada lahan mereka.

   \
   Di Kubu, pupuk organik berasal dari limbah pertanian dan mikroorganisme lokal. Pelatihan pengelolaan air juga diberikan sebagai salah satu faktor penting keberhasilan budidaya padi di lahan gambut. Pada akhir siklus setelah 5 bulan, ditemukan bahwa hasil panen  rendah akibat banjir dan rendahnya dosis pupuk organik. Intensitas curah hujan yang tinggi menyebabkan sawah tergenang air. Sebelumnya, petani di Kubu berhasil memanen Padi Tampuy di lahan yang sama walaupun turun hujan. Padi Tampuy adalah varietas padi dataran tinggi yang lebih banyak ditanam di tanah daripada di sawah yang tergenang. Varietas ini dapat tumbuh dan bertahan pada berbagai jenis tanah.

   \
   Setelah mengevaluasi keadaan saat ini, petani kemudian mengganti tanaman yang ditanam sambil menunggu musim tanam padi agar lahan tidak kosong. Mereka mengembangkan sistem tumpang sari tanaman berumur pendek seperti cabai, kacang hijau, kacang panjang, ketimun, kangkung, dan bayam. Peningkatan kesuburan tanah di lahan gambut sangat dipengaruhi oleh pengelolaan air. Pelatihan diberikan agar petani bisa mengukur ketinggian lahan dan membuat drainase untuk mengatur ketinggian air. Selain itu, rekomendasi untuk praktik pertanian organik yang lebih baik mencakup kebutuhan untuk meningkatkan atau menentukan dosis pupuk yang tepat untuk setiap jenis tanaman. Selain dikenalkan dengan pupuk organik, petani perlu dikenalkan juga dengan pestisida organik, insektisida, dan herbisida untuk mengendalikan hama dan penyakit tanaman.

4. __Memantau keluaran dan dampak.__

   Pemantauan progres dan capaian dilakukan setiap 3 bulan. Empat indikator yang dipantau meliputi input pertanian, kondisi tanaman, alokasi waktu, dan hasil. Indikator input pertanian mengukur sumber daya yang digunakan dalam pertanian seperti pupuk, termasuk jenis pupuk untuk setiap tanaman, dosis, dan tanggal aplikasi. Indikator kondisi tanaman mengukur pertumbuhan dan perkembangan tanaman meliputi tinggi tanaman, diameter, lebar daun, berat bunga, dan buah. Dalam hal alokasi waktu, indikator ini mengukur berapa banyak waktu yang dihabiskan petani untuk setiap kegiatan usaha tani dalam setiap minggu, bulan, dan tahun. Terakhir, indikator hasil mengukur jumlah tanaman hidup dan mati, total panen, harga jual, dan pendapatan petani.

**Dampak**

10 petani adat yang sebelumnya menggunakan api dalam praktik pertaniannya kini memiliki akses ke pupuk dan peralatan pembukaan lahan. 25 hektar lahan telah ditanami tanaman pangan oleh masyarakat adat tanpa membakar. \n

**Pelajaran yang Dipetik**

Spesies padi yang kami pilih tidak tumbuh optimal, sehingga hasil panennya rendah. Penilaian awal kami menunjukkan bahwa sistem pengelolaan air yang komprehensif harus diterapkan dan spesies harus dipilih dengan mempertimbangkan karakteristik gambut. Kami mengusulkan praktik pertanian organik sebagai alternatif dari perladangan berpindah. Namun, kami menemukan bahwa produksi pupuk organik di kabupaten ini terbatas. Saat ini kami sedang mencari sumber pupuk organik, antara lain dari limbah pertanian seperti batang padi kering, kulit buah, dan tandan sawit. Dosis pupuk organik yang tepat harus diteliti lebih lanjut untuk setiap jenis tanaman untuk meningkatkan hasil. Apabila diterapkan secara optimal, pupuk organik dapat merangsang pertumbuhan akar, meningkatkan kesuburan tanah, dan meningkatkan hasil panen.

 Fire-free Agriculture Practices

Praktik Pertanian Tanpa Bakar

**Systemic Problem**:

Ecosystems are losing their ability to provide environmental services as native forests are cleared for numerous development projects. As the lands are degraded, they are more susceptible to disasters such as fires and floods. Acknowledging the global need to restore the degraded ecosystem, the United Nations has declared 2021–2030 as the [Decade of Ecosystem Restoration](https://www.decadeonrestoration.org/).

\
However, restoration efforts have a low success rate due to biophysical and socioeconomic forces. Biophysical factors include species, size, age class, planting site characteristics, soil compaction, altered microbial activity, pests, and diseases. The low success rate is also due to insufficient planning, monitoring, and critical maintenance. The success rate of restoration is estimated at 70% globally, and 65% in Indonesia. The success of restoration activities depends on the seedlings, the proper timing of planting, and also maintenance after planting. Planting activities must be carried out in the early rainy season to provide an adequate amount of water for seeds, i.e., between August and September each year. There is a minimum height for the seed, which is a minimum of 50 cm before planting. Furthermore, the restoration sites require intensive and regular maintenance for fertilization and clearing of weeds, such as *Imperata* sp., to maximize nutrient absorption and achieve a higher survival rate.

**Intervention:**

Our intervention is to empower local communities as the main actors in ecosystem restoration. The communities can ensure the proper timing for planting and maintenance of the restoration plot to achieve a higher survival rate.

\
The community-based ecosystem restoration involves several stages, as follows: First, a restoration team consisting of local communities is established by the village head through a village regulation. The team leads the process all the way from the nursery to planting and monitoring. Second, the restoration team then carefully selects restoration sites and ensures a legal basis to carry out planting at the sites. Often, the sites are within state forest areas, so local communities will need licenses from the government. The communities also select species for restoration based on their preferences for ecological, social, and economic purposes. Finally, the restoration should generate social and economic benefits for local communities to be successful. Only then will they continue to maintain the sites.

**Method and Progress:**


1. **Establishing the Restoration Team.** Prior to the start of a restoration activity, a free, prior, and informed consent (FPIC) process is carried out to ensure that villagers are fully informed about ecosystem restoration and that they voluntarily wish to participate in the process. Second, the Village Head issued a decree to establish a restoration team, which consists of five people, including the Village Head, the head of the village council, and three village representatives who manage and implement the ecosystem restoration, including management of the nursery.

   \
   The village council is responsible for leading the restoration activities, ensuring each step is in compliance with the guidelines, and coordinating with related parties who support this activity. At the same time, the administration unit is responsible for administrative tasks such as preparing activity reports, and work plans and managing restoration funds. The nursery unit is in charge of implementing and operating nurseries. Then the planting and maintenance unit is responsible for coordinating the implementation of planting, monitoring, and maintenance activities. The restoration team is then provided with manuals for the implementation of the restoration activities.

2. **Site Selection (including Land Tenure).** For the site selection, the communities propose several options through community meetings. Then they map the land and assess its legality and the history of disasters at the potential site. If the selected site is located inside the state forests (*kawasan hutan*), it should be consulted with the Ministry of Environment and Forestry through their forest management unit (FMU). The legal basis for communities to restore land within the state forests is through social forestry (perhutanan sosial). Restoration sites outside the state forest will be discussed with the landowner.

3. **Species Selection.** The selection of species for planting is carried out through focus group discussions with local communities representing different groups, e.g., based on gender and age. The proportion of species needed to achieve ecological, economic, and social benefits should be 50, 40, and 10 percent, respectively. Then the community is guided to select the species based on its benefits, land suitability, i.e., in different ecosystems (such as dry lowland, peatland, and mangrove), and availability. The number of tree species will determine the diversity and role of each species in the ecosystem. Select species should be around 20 per hectare to ensure a high biodiversity index, which indicates ecosystem balance and, thus, the environmental services provided to the human population. Some species traits to be considered would include native, fast-growing, and fruit-bearing tree species.

   When a minimum of 20 species cannot be achieved, the number of tree species per hectare should be as many as possible to ensure sufficient ecological, economic, and social function. A list of species with their functions from the literature review can be used to allow the local community to select trees for planting. Scoring methods can be applied, in particular, if the proposed tree species are more than required. The final list of selected tree species needs to be discussed with the restoration team to develop a plan for collecting seedlings and planting time.

4. **Planting Pattern.** The community was also guided to determine the planting design in the meetings. The community is encouraged to undertake polyculture restoration designs to achieve various yields, such as sap, fruit, wood, and others, which can be combined with ecological plants to support environmental services and increase biodiversity. Further, they are then encouraged to determine the number of plants that are closely related to the spacing. Two options for planting patterns are 6x6 or 8x8 meters, or around 277 and 157 trees planted, respectively. The spacing needs to be adjusted based on the characteristics of the plants and the restoration purpose. Restoration with an agroforestry system requires a wide spacing distance so the crops can fill the gaps.

5. **Nursery.** In each village, a semi-permanent nursery (a “flying nursery”) is established to ensure proper treatment and the appropriate age of the seedlings when they are planted. It depends on the number of seedlings and the size of the land to be restored; the nursery size varies from small, e.g., (3 x 4) m2 to large nursery (4 x 20) m2. To ease the seedlings’ maintenance, a nursery is usually located in a place accessible to the village and near a source of water, such as a river.

   \
   The restoration team is in charge of nursery construction, where they make use of available wood and add a nursery net to ensure optimum shading for the seedlings’ growth. They are also responsible for ensuring water requirements are fulfilled through:
   * Manual watering by using a pot or kettle to draw water from the river (e.g., Pematang Limau and Lada Mandala Jaya villages).
   * Manual watering by using a hose connected to a water pump (e.g., Penyombaan and Pandu Sanjaya villages).
   * Automatic watering by using a water pipe or plumbing connected to an electrically controlled water pump (e.g., Sabuai Village).

5. **Land Preparation.** Most of the lands targeted for restoration are currently covered by bushes and need to be cleared before planting. Two options for land preparation include hand clearing and mechanical clearing.
   * The hand-clearing method uses traditional and simple agricultural tools, such as axes, choppers, and hoes, for slashing, and is usually implemented for limited-size plots and budgets. It can reduce soil damage, cause less compaction, and prevent disruptions to soil porosity.
   * The mechanical clearing method uses a mini excavator. It is usually used for sites that are dominated by bush and covered by thin peat, where traditional methods are difficult to apply.

5. **Planting and Maintenance.** After land preparation, planting activities begin. Local communities can plant the land themselves with meager compensation for their time, or they can hire labor to help with the planting. After planting, initial monitoring will be carried out for a week to make sure that the number of seedlings and hectares of the planted area meet the agreement. A census will also be undertaken to measure the survival rate of the planted seedlings. The results of the initial monitoring will determine the necessary treatments for seedling maintenance, such as plant replacement, fertilization, and weed eradication. The last activity of this initial monitoring is to establish some permanent lines for the next regular plant monitoring.

5. **Regular Monitoring.** Regular monitoring is conducted every three months for at least two consecutive years and every six months thereafter until year five to record the survival rate and growth of the planted trees. This activity will be led by the restoration team and villagers, whose capacity for ecosystem restoration has been developed through a series of training, with assistance from Kaleka's field staff. Plant monitoring is carried out through a survey along the established Line-Point Intercept (LPI) to sample at least 10% of the planted trees (see Figure 2).

In addition, post-restoration environmental analysis using the environmental carrying capacity assessment methods and camera traps is conducted to assess the long-term impact as tree cover increases, including, for example, enhanced environmental services and the presence of wildlife.

**Impact:**

* During 2022–2023, restoration in Kotawaringin Barat District covered 279.5 hectares with a total of 69,752 trees planted across 12 villages. Monitoring has continued from 2024 to 2025.
* During 2022–2024, restoration in Seruyan District covered 276.2 hectares with 54,530 trees planted in 14 villages. In 2024–2025, 13 villages have been identified as potential sites for the next phase of restoration activities.

**Lessons Learned:**

* Restoration needs long-term commitment and support from various parties, including the central and local governments, private sectors, NGOs, and local communities.
* Building community awareness and commitment to carrying out each step of restoration activity takes time.
* Local communities are the main actors; therefore, restoration activities need to bring short-term economic benefits to them.
* Land status and land tenure should be defined at the very beginning to ensure legality.
* To meet the planting requirement, seedlings can be obtained from the Watershed. Management Agency, in addition, to building permanent nurseries accessible to targeted restoration sites.
* To restore degraded, infertile land such as that in Central Kalimantan, first planting should include a sufficient number of fast-growing species, including legumes, to improve soil fertility.
* Careful consideration should be given to riverside areas for restoration to minimize risks from flooding.
* Regular monitoring and maintenance need to be undertaken 3–5 years after planting to ensure the survival of planted seedlings.

**Masalah Sistemik:**

Faktor biofisik meliputi spesies, ukuran, kelas usia, karakteristik lokasi penanaman, pemadatan tanah, perubahan aktivitas mikroba, hama, dan penyakit. Tingkat keberhasilan yang rendah juga disebabkan oleh perencanaan, pemantauan, dan pemeliharaan yang kurang efektif. Tingkat keberhasilan restorasi diperkirakan mencapai 70% secara global, dan 65% di Indonesia. Keberhasilan kegiatan restorasi tergantung pada ketersediaan bibit yang berkualitas, waktu penanaman yang tepat, dan pemeliharaan setelah tanam. Kegiatan penanaman harus dilakukan di awal musim hujan untuk menyediakan jumlah air yang cukup untuk pertumbuhan bibit, yaitu antara Agustus dan September setiap tahun. Ada ketinggian minimum untuk bibit, yaitu minimal 50 cm sebelum ditanam. Selanjutnya, lokasi restorasi memerlukan perawatan intensif dan teratur untuk pemupukan dan pembersihan gulma, seperti alang-alang (*Imperata* sp.) untuk memaksimalkan penyerapan nutrisi dan mencapai tingkat kelangsungan hidup yang lebih tinggi.

**Intervensi sosial**

Intervensi kami adalah untuk memberdayakan masyarakat lokal sebagai aktor utama dalam restorasi ekosistem. Masyarakat dapat memastikan waktu yang tepat untuk penanaman dan pemeliharaan plot restorasi untuk mencapai tingkat kelangsungan hidup yang lebih tinggi.

Restorasi ekosistem berbasis masyarakat meliputi beberapa tahap sebagai berikut. Pertama, tim restorasi yang terdiri dari masyarakat setempat dibentuk oleh kepala desa melalui peraturan tingkat desa. Tim ini akan memimpin seluruh proses mulai dari pembibitan, penanaman hingga pemantauan. Kedua, tim restorasi kemudian dengan cermat memilih lokasi restorasi dan memastikan legalitas kawasan di lokasi tersebut untuk melakukan penanaman.

Seringkali, lokasi restorasi berada di dalam kawasan hutan negara, sehingga masyarakat setempat akan membutuhkan ijin pengelolaan dari pemerintah pusat. Masyarakat juga memilih jenis tanaman untuk restorasi berdasarkan preferensi mereka untuk tujuan ekologis, sosial, dan ekonomi. Akhirnya, agar dapat sukses, restorasi harus menyediakan manfaat sosial dan ekonomi bagi masyarakat lokal. Hanya dengan begitu mereka akan terus mempertahankan tempat dimana restorasi dilakukan.

**Metode dan Progres:**


1. **Pembentukan Tim Restorasi.** Sebelum dimulainya kegiatan restorasi, proses persetujuan di awal tanpa paksaan (PADIATAPA) dilakukan untuk memastikan bahwa penduduk desa mendapat informasi lengkap tentang restorasi ekosistem dan bahwa mereka secara sukarela ingin berpartisipasi dalam proses tersebut. Kedua, Kepala Desa mengeluarkan surat keputusan untuk membentuk tim restorasi, yang terdiri dari lima orang, termasuk Kepala Desa, Ketua Badan Pertimbangan Desa, dan tiga perwakilan masyarakat desa yang mengelola dan melaksanakan restorasi ekosistem, termasuk pengelolaan pembibitan.

   Badan Pertimbangan Desa desa bertanggung jawab untuk memimpin kegiatan restorasi, memastikan setiap langkah sesuai dengan pedoman, dan berkoordinasi dengan pihak terkait yang mendukung kegiatan ini. Dasar hukum bagi masyarakat untuk merestorasi lahan dalam hutan negara adalah melalui perhutanan sosial (perhutanan sosial). Lokasi restorasi di luar hutan negara akan didiskusikan dengan pemilik lahan.

3. **Pemilihan Spesies.** Pemilihan jenis untuk penanaman dilakukan melalui diskusi kelompok fokus dengan masyarakat lokal yang mewakili kelompok yang berbeda, misalnya berdasarkan jenis kelamin dan usia. Proporsi spesies yang dibutuhkan untuk mencapai manfaat ekologi, ekonomi, dan sosial masing-masing sebanyak 50, 40, dan 10 persen. Jumlah jenis yang akan ditanam sebaiknya sekitar 20 per hektar untuk memastikan indeks keanekaragaman hayati yang tinggi, yang menunjukkan keseimbangan ekosistem dan, dengan demikian, jasa lingkungan yang diberikan untuk masyarakat. 6. **Persiapan lahan.** Sebagian besar lahan yang ditargetkan untuk restorasi saat ini ditutupi oleh semak - semak dan perlu dibersihkan sebelum ditanam. Dua opsi untuk persiapan lahan termasuk pembersihan lahan secara manual dan secara mekanis.
   * Metode pembersihan manual menggunakan alat pertanian tradisional dan sederhana, seperti kapak, arit, dan cangkul untuk pembabatan, dan biasanya diterapkan untuk petak lahan dan anggaran yang terbatas. Sensus juga perlu dilakukan untuk mengukur tingkat kelangsungan hidup bibit yang ditanam. 8. **Pemantauan Reguler.** Pemantauan rutin dilakukan setiap tiga bulan selama setidaknya dua tahun berturut - turut dan setiap enam bulan sesudahnya sampai tahun kelima untuk mencatat tingkat kelangsungan hidup dan pertumbuhan pohon yang ditanam. Kegiatan ini akan dipimpin oleh tim restorasi dan penduduk desa, yang kapasitasnya untuk melakukan restorasi ekosistem telah dikembangkan melalui serangkaian pelatihan, dengan bantuan dari staf lapangan Kaleka.

Selain itu, analisis lingkungan pasca - restorasi menggunakan metode penilaian daya dukung lingkungan dan kamera perangkap dilakukan untuk menilai dampak jangka panjang ketika tutupan pohon meningkat, termasuk misalnya, peningkatan jasa lingkungan dan keberadaan satwa liar.

**Dampak**

* Pada periode 2022–2023, restorasi di Kabupaten Kotawaringin Barat mencakup 279,5 hektar dengan total 69.752 bibit pohon tertanam di 12 desa. Proses pemantauan berlangsung sejak 2024 hingga 2025.
* Pada periode 2022–2024, restorasi di Kabupaten Seruyan mencakup 276,2 hektar dengan total 54.530 bibit pohon tertanam di 14 desa. Pada tahun 2024–2025, sebanyak 13 desa telah tercatat sebagai calon lokasi untuk kegiatan restorasi berikutnya.

**Pelajaran yang Dipetik**

* Restorasi membutuhkan komitmen dan dukungan jangka panjang dari berbagai pihak, termasuk pemerintah pusat dan daerah, sektor swasta, LSM, dan masyarakat setempat.
* Membangun kesadaran dan komitmen masyarakat untuk melaksanakan setiap langkah kegiatan restorasi membutuhkan waktu yang cukup panjang.
* Masyarakat lokal adalah aktor utama; oleh karena itu, kegiatan restorasi perlu membawa manfaat ekonomi jangka pendek kepada mereka.
* Status kawasan dan penguasaan tanah harus didefinisikan sejak awal untuk memastikan legalitas lahan restorasi.
* Untuk memenuhi kebutuhan penanaman, bibit dapat diperoleh dari Balai Pengelolaan Daerah Aliran Sungai, disamping dengan membangun persemaian permanen yang mudah diakses ke lokasi restorasi yang ditargetkan.
* Untuk memulihkan lahan terdegradasi dan tidak subur seperti di Kalimantan Tengah, penanaman pertama harus mencakup sejumlah jenis yang tumbuh cepat, termasuk jenis kacang - kacangan untuk meningkatkan kesuburan tanah.
* Pertimbangan yang cermat perlu dilakukan jika restorasi dilakukan di sempadan sungai untuk meminimalkan risiko banjir.
* Pemantauan dan pemeliharaan rutin perlu dilakukan 3 -5 tahun setelah penanaman untuk memastikan kelangsungan hidup bibit yang ditanam.
