**Description:**

Pandu Sanjaya is located in Pangkalan Lada Sub-District, Kotawaringin Barat district, Central Kalimantan, Indonesia. A lowland village, with an elevation below 100 meters, it is the 38 kilometers from the district capital, Pangkalan Bun. Pandu Sanjaya is a transmigrant village, which was settled 1979 and 1998, and has a total population of 6752 people.

The community relies on agriculture, labor and trade for their livelihoods. The majority of the land in the village is allocated for small or industrial-scale oil palm plantations.

\
In terms of educational background, Pandu Sanjaya residents are mostly educated at the elementary or high school levels, with a smaller proportion undertaking tertiary studies. Only 29.53% of the village was not educated.

\
The village is relatively developed and has good quality housing, public infrastructure and access to government services, including health. The village has four elementary schools, two junior high schools and one senior high school. Pandu Sanjaya village also has shops, traditional markets, mini-markets, stalls, restaurants, banks and cooperatives.

1. **Ecosystem Restoration**

   Ecosystem restoration in Pandu Sanjaya started on September 16 2021. First, a free prior and informed consent (FPIC) process was carried out to ensure that villagers were fully informed about ecosystem restoration and consented. Second, the Village Head issued a decree to establish a restoration team. Third, community meetings were facilitated to agree on the restoration design and select the areas that will be restored as well as the tree species used while ensuring a balance among ecological, economic and social value species.

   The first trees were planted on  21 May 2022, in a ceremony with the head of Kotawaringin Barat district. There was further planting on 5 June 2022, and between 15 and 17 July 2022.

   \
   Local communities are restoring riparian areas, near to the Pinang River, to prevent damage caused by flooding and surging waters. Flooding often inundates the village area, causing damage to both the homes and livelihoods of local people. A recent flood triggered landslides in the riparian area, damaging some of the saplings that had been planted, which will need to be replanted later. The area immediately surrounding the Pinang River is covered by oil palm plantations.

    \n __The land use history__

   Pandu Sanjaya is mainly covered by oil palm plantations of around 91%, equivalent to 5,275 hectares. The oil palm concession permit for the village area was first issued in 1997, which resulted in massive land conversion in the village. The last remaining swamp forests, covering 53 hectares, were converted to oil palm plantations during 2006-2009, leaving no standing forests in the village area before the restoration activities commenced.

2. **Palm Oil Certification**

   The independent, oil palm smallholders in Pandu Sanjaya village have been supported to be certified according the Roundtable on Sustainable Palm Oil (RSPO) and Indonesian Sustainable Palm Oil (ISPO) standards.

   The certification process commenced on 31 May 2021 and involved mapping of smallholders, training and supporting farmers obtain all the necessary legal documents. Farmers were also trained in August 2022 on free and fair work, occupational health and safety, and identification of high conservation value areas.

   \
   The initial certification assessment is expected to be completed in April 2023. Having been certified, farmers could sell the certificates for certified sustainable palm oil and palm kernel oil in RSPO’s online trading platform, Palm Trace.

   \
   The main audit is expected to be completed in December 2022. After getting certified, farmers can sell the certificates for certified sustainable palm oil and palm kernel oil in RSPO’s online trading platform, Palm Trace, where they can obtain a price premium.

   Farmers in the village belong to a district, oil palm farmer association called the Association of Sustainable Palm Oil Farmers (APLKS), which was established to provide services for all farmers in Kotawaringin Barat district who wish to be certified. The district farmer association aims to reduce the costs of certification by bringing it to scale.

__Impacts:__


1. Oil palm farmers have learned good agricultural practices and obtained legal documentation.
2. Farmers have adopted good agricultural practice in their oil palm plantations. For instance, they have adopted natural pest management techniques such as using the white buttercup flower (*Turnera subulata*), which helps eradicate pests in oil palm plantations They also plant hardwood/woody plants in riparian areas, five meters from the river.

Pandu Sanjaya terletak di Kecamatan Pangkalan Lada, Kabupaten Kotawaringin Barat, Kalimantan Tengah, Indonesia. Sebuah desa dataran rendah, dengan ketinggian kurang dari 100 meter di atas permukaan laut, berjarak 38 kilometer dari ibu kota kabupaten, Pangkalan Bun.

Pandu Sanjaya merupakan desa transmigran yang didiami sejak tahun 1979 dengan jumlah penduduk 6752 jiwa. Mata pencaharian masyarakatnya bergantung pada pertanian, tenaga kerja perusahaan dan perdagangan. Sebagian besar lahan di desa tersebut dialokasikan untuk perkebunan kelapa sawit skala kecil atau industri.

Dilihat dari latar belakang pendidikan, warga Pandu Sanjaya sebagian besar berpendidikan setingkat SD atau SMA, dengan proporsi yang lebih kecil mengenyam pendidikan tinggi. Hanya 29,53% penduduk desa yang tidak berpendidikan. \n 

Desa ini relatif berkembang dan memiliki kualitas perumahan yang baik, infrastruktur publik, dan akses ke layanan pemerintah, termasuk kesehatan. Desa ini memiliki empat sekolah dasar, dua sekolah menengah pertama dan satu sekolah menengah atas. Desa Pandu Sanjaya juga memiliki pertokoan, pasar tradisional, minimarket, warung, restoran, bank dan koperasi.

**1. Restorasi Ekosistem**

Restorasi ekosistem di Pandu Sanjaya dimulai pada 16 September 2021 dan telah melalui tiga tahapan. Pertama, proses persetujuan awal tanpa paksaan (PADIATAPA) dilakukan untuk memastikan bahwa penduduk desa mendapat informasi lengkap tentang restorasi ekosistem dan memberikan persetujuan. Kedua, Kepala Desa mengeluarkan surat keputusan untuk membentuk tim restorasi. Ketiga, pertemuan masyarakat difasilitasi untuk menyepakati desain restorasi dan memilih lahan yang akan direstorasi serta jenis pohon yang digunakan sambil memastikan keseimbangan antara tanaman bernilai ekologi, ekonomi dan sosial.

Penanaman pohon pertama dilakukan pada 21 Mei 2022, dalam upacara bersama Bupati Kotawaringin Barat, dan penanaman lebih lanjut pada 5 Juni 2022, dan antara 15 dan 17 Juli 2022.

Masyarakat setempat memulihkan daerah sempadan sungai, dekat Sungai Pinang, untuk mencegah kerusakan akibat banjir dan hempasan gelombang air. Banjir sering menggenangi wilayah desa, menyebabkan kerusakan pada rumah dan mengganggu mata pencaharian masyarakat setempat. Banjir baru-baru ini memicu tanah longsor di daerah sempadan sungai, merusak beberapa pohon muda yang telah ditanam, yang nantinya perlu ditanam kembali. Daerah yang mengelilingi Sungai Pinang ditutupi oleh perkebunan kelapa sawit.

__Sejarah penggunaan lahan__

Pandu Sanjaya terutama ditumbuhi perkebunan kelapa sawit sekitar 91% atau setara dengan 5.275 hektar. Izin pengusahaan kelapa sawit untuk wilayah desa pertama kali dikeluarkan pada tahun 1997, yang mengakibatkan konversi lahan besar-besaran di desa tersebut. Hutan rawa terakhir yang tersisa, seluas 53 hektar, dikonversi menjadi perkebunan kelapa sawit selama 2006-2009, tidak menyisakan hutan tegakan di kawasan desa sebelum kegiatan restorasi dimulai.

__Dampak:__

Dampak restorasi berbasis masyarakat adalah mengembalikan keanekaragaman hayati dan fungsi ekosistem. Selain itu, restorasi berbasis masyarakat akan mendukung diversifikasi mata pencaharian masyarakat dari produk agroforestri dan non-kayu.

**2. Sertifikasi Kelapa Sawit**

Petani sawit swadaya di desa Pandu Sanjaya telah didukung untuk mendapatkan sertifikasi sesuai standar Roundtable on Sustainable Palm Oil (RSPO) dan Indonesian Sustainable Palm Oil (ISPO).

Proses sertifikasi dimulai pada 31 Mei 2021 dan melibatkan pemetaan petani kecil, pelatihan dan pendampingan petani mendapatkan semua dokumen hukum yang diperlukan. Petani juga dilatih pada Agustus 2022 tentang kerja bebas dan adil, kesehatan dan keselamatan kerja, dan identifikasi kawasan bernilai konservasi tinggi.

2. Petani telah mengadopsi praktik pertanian yang baik di perkebunan kelapa sawit mereka. Misalnya, mereka telah mengadopsi teknik pengendalian hama secara alami seperti menggunakan bunga buttercup putih (Turnera subulata), yang membantu membasmi hama di perkebunan kelapa sawit. Mereka juga menanam tanaman keras/berkayu di daerah sempadan 5 meter dari sungai.

Pandu Sanjaya

**Systemic Problem**:

Ecosystems are losing their ability to provide environmental services as native forests are cleared for numerous development projects. As the lands are degraded, they are more susceptible to disasters such as fires and floods. Acknowledging the global need to restore the degraded ecosystem, the United Nations has declared 2021–2030 as the [Decade of Ecosystem Restoration](https://www.decadeonrestoration.org/).

\
However, restoration efforts have a low success rate due to biophysical and socioeconomic forces. Biophysical factors include species, size, age class, planting site characteristics, soil compaction, altered microbial activity, pests, and diseases. The low success rate is also due to insufficient planning, monitoring, and critical maintenance. The success rate of restoration is estimated at 70% globally, and 65% in Indonesia. The success of restoration activities depends on the seedlings, the proper timing of planting, and also maintenance after planting. Planting activities must be carried out in the early rainy season to provide an adequate amount of water for seeds, i.e., between August and September each year. There is a minimum height for the seed, which is a minimum of 50 cm before planting. Furthermore, the restoration sites require intensive and regular maintenance for fertilization and clearing of weeds, such as *Imperata* sp., to maximize nutrient absorption and achieve a higher survival rate.

**Intervention:**

Our intervention is to empower local communities as the main actors in ecosystem restoration. The communities can ensure the proper timing for planting and maintenance of the restoration plot to achieve a higher survival rate.

\
The community-based ecosystem restoration involves several stages, as follows: First, a restoration team consisting of local communities is established by the village head through a village regulation. The team leads the process all the way from the nursery to planting and monitoring. Second, the restoration team then carefully selects restoration sites and ensures a legal basis to carry out planting at the sites. Often, the sites are within state forest areas, so local communities will need licenses from the government. The communities also select species for restoration based on their preferences for ecological, social, and economic purposes. Finally, the restoration should generate social and economic benefits for local communities to be successful. Only then will they continue to maintain the sites.

**Method and Progress:**


1. **Establishing the Restoration Team.** Prior to the start of a restoration activity, a free, prior, and informed consent (FPIC) process is carried out to ensure that villagers are fully informed about ecosystem restoration and that they voluntarily wish to participate in the process. Second, the Village Head issued a decree to establish a restoration team, which consists of five people, including the Village Head, the head of the village council, and three village representatives who manage and implement the ecosystem restoration, including management of the nursery.

   \
   The village council is responsible for leading the restoration activities, ensuring each step is in compliance with the guidelines, and coordinating with related parties who support this activity. At the same time, the administration unit is responsible for administrative tasks such as preparing activity reports, and work plans and managing restoration funds. The nursery unit is in charge of implementing and operating nurseries. Then the planting and maintenance unit is responsible for coordinating the implementation of planting, monitoring, and maintenance activities. The restoration team is then provided with manuals for the implementation of the restoration activities.

\

2. **Site Selection (including Land Tenure).** For the site selection, the communities propose several options through community meetings. Then they map the land and assess its legality and the history of disasters at the potential site. If the selected site is located inside the state forests (*kawasan hutan*), it should be consulted with the Ministry of Environment and Forestry through their forest management unit (FMU). The legal basis for communities to restore land within the state forests is through social forestry (perhutanan sosial). Restoration sites outside the state forest will be discussed with the landowner.

\

3. **Species Selection.** The selection of species for planting is carried out through focus group discussions with local communities representing different groups, e.g., based on gender and age. The proportion of species needed to achieve ecological, economic, and social benefits should be 50, 40, and 10 percent, respectively. Then the community is guided to select the species based on its benefits, land suitability, i.e., in different ecosystems (such as dry lowland, peatland, and mangrove), and availability. The number of tree species will determine the diversity and role of each species in the ecosystem. Select species should be around 20 per hectare to ensure a high biodiversity index, which indicates ecosystem balance and, thus, the environmental services provided to the human population. Some species traits to be considered would include native, fast-growing, and fruit-bearing tree species.

   \
   When a minimum of 20 species cannot be achieved, the number of tree species per hectare should be as many as possible to ensure sufficient ecological, economic, and social function. A list of species with their functions from the literature review can be used to allow the local community to select trees for planting. Scoring methods can be applied, in particular, if the proposed tree species are more than required. The final list of selected tree species needs to be discussed with the restoration team to develop a plan for collecting seedlings and planting time.

4. **Planting Pattern.** The community was also guided to determine the planting design in the meetings. The community is encouraged to undertake polyculture restoration designs to achieve various yields, such as sap, fruit, wood, and others, which can be combined with ecological plants to support environmental services and increase biodiversity. Further, they are then encouraged to determine the number of plants that are closely related to the spacing. Two options for planting patterns are 6x6 or 8x8 meters, or around 277 and 157 trees planted, respectively. The spacing needs to be adjusted based on the characteristics of the plants and the restoration purpose. Restoration with an agroforestry system requires a wide spacing distance so the crops can fill the gaps.

5. **Nursery.** In each village, a semi-permanent nursery (a “flying nursery”) is established to ensure proper treatment and the appropriate age of the seedlings when they are planted. It depends on the number of seedlings and the size of the land to be restored; the nursery size varies from small, e.g., (3 x 4) m2 to large nursery (4 x 20) m2. To ease the seedlings’ maintenance, a nursery is usually located in a place accessible to the village and near a source of water, such as a river.

   \
   The restoration team is in charge of nursery construction, where they make use of available wood and add a nursery net to ensure optimum shading for the seedlings’ growth. They are also responsible for ensuring water requirements are fulfilled through:
   * Manual watering by using a pot or kettle to draw water from the river (e.g., Pematang Limau and Lada Mandala Jaya villages).
   * Manual watering by using a hose connected to a water pump (e.g., Penyombaan and Pandu Sanjaya villages).
   * Automatic watering by using a water pipe or plumbing connected to an electrically controlled water pump (e.g., Sabuai Village).

5. **Land Preparation.** Most of the lands targeted for restoration are currently covered by bushes and need to be cleared before planting. Two options for land preparation include hand clearing and mechanical clearing.
   * The hand-clearing method uses traditional and simple agricultural tools, such as axes, choppers, and hoes, for slashing, and is usually implemented for limited-size plots and budgets. It can reduce soil damage, cause less compaction, and prevent disruptions to soil porosity.
   * The mechanical clearing method uses a mini excavator. It is usually used for sites that are dominated by bush and covered by thin peat, where traditional methods are difficult to apply.

5. **Planting and Maintenance.** After land preparation, planting activities begin. Local communities can plant the land themselves with meager compensation for their time, or they can hire labor to help with the planting. After planting, initial monitoring will be carried out for a week to make sure that the number of seedlings and hectares of the planted area meet the agreement. A census will also be undertaken to measure the survival rate of the planted seedlings. The results of the initial monitoring will determine the necessary treatments for seedling maintenance, such as plant replacement, fertilization, and weed eradication. The last activity of this initial monitoring is to establish some permanent lines for the next regular plant monitoring.

5. **Regular Monitoring.** Regular monitoring is conducted every three months for at least two consecutive years and every six months thereafter until year five to record the survival rate and growth of the planted trees. This activity will be led by the restoration team and villagers, whose capacity for ecosystem restoration has been developed through a series of training, with assistance from Kaleka's field staff. Plant monitoring is carried out through a survey along the established Line-Point Intercept (LPI) to sample at least 10% of the planted trees (see Figure 2).

In addition, post-restoration environmental analysis using the environmental carrying capacity assessment methods and camera traps is conducted to assess the long-term impact as tree cover increases, including, for example, enhanced environmental services and the presence of wildlife.

**Impact:**

* During 2022–2023, restoration in Kotawaringin Barat District covered 279.5 hectares with a total of 69,752 trees planted across 12 villages. Monitoring has continued from 2024 to 2025.
* During 2022–2024, restoration in Seruyan District covered 276.2 hectares with 54,530 trees planted in 14 villages. In 2024–2025, 13 villages have been identified as potential sites for the next phase of restoration activities.

**Lessons Learned:**

* Restoration needs long-term commitment and support from various parties, including the central and local governments, private sectors, NGOs, and local communities.
* Building community awareness and commitment to carrying out each step of restoration activity takes time.
* Local communities are the main actors; therefore, restoration activities need to bring short-term economic benefits to them.
* Land status and land tenure should be defined at the very beginning to ensure legality.
* To meet the planting requirement, seedlings can be obtained from the Watershed. Management Agency, in addition, to building permanent nurseries accessible to targeted restoration sites.
* To restore degraded, infertile land such as that in Central Kalimantan, first planting should include a sufficient number of fast-growing species, including legumes, to improve soil fertility.
* Careful consideration should be given to riverside areas for restoration to minimize risks from flooding.
* Regular monitoring and maintenance need to be undertaken 3–5 years after planting to ensure the survival of planted seedlings.

**Masalah Sistemik:**

Tingkat keberhasilan restorasi diperkirakan mencapai 70% secara global, dan 65% di Indonesia. Keberhasilan kegiatan restorasi tergantung pada ketersediaan bibit yang berkualitas, waktu penanaman yang tepat, dan pemeliharaan setelah tanam. Kegiatan penanaman harus dilakukan di awal musim hujan untuk menyediakan jumlah air yang cukup untuk pertumbuhan bibit, yaitu antara Agustus dan September setiap tahun. Ada ketinggian minimum untuk bibit, yaitu minimal 50 cm sebelum ditanam. Selanjutnya, lokasi restorasi memerlukan perawatan intensif dan teratur untuk pemupukan dan pembersihan gulma, seperti alang-alang (*Imperata* sp.) untuk memaksimalkan penyerapan nutrisi dan mencapai tingkat kelangsungan hidup yang lebih tinggi.

**Intervensi sosial**

Intervensi kami adalah untuk memberdayakan masyarakat lokal sebagai aktor utama dalam restorasi ekosistem. Masyarakat dapat memastikan waktu yang tepat untuk penanaman dan pemeliharaan plot restorasi untuk mencapai tingkat kelangsungan hidup yang lebih tinggi.

Restorasi ekosistem berbasis masyarakat meliputi beberapa tahap sebagai berikut. Pertama, tim restorasi yang terdiri dari masyarakat setempat dibentuk oleh kepala desa melalui peraturan tingkat desa. Tim ini akan memimpin seluruh proses mulai dari pembibitan, penanaman hingga pemantauan. Kedua, tim restorasi kemudian dengan cermat memilih lokasi restorasi dan memastikan legalitas kawasan di lokasi tersebut untuk melakukan penanaman.

Seringkali, lokasi restorasi berada di dalam kawasan hutan negara, sehingga masyarakat setempat akan membutuhkan ijin pengelolaan dari pemerintah pusat. Masyarakat juga memilih jenis tanaman untuk restorasi berdasarkan preferensi mereka untuk tujuan ekologis, sosial, dan ekonomi. Akhirnya, agar dapat sukses, restorasi harus menyediakan manfaat sosial dan ekonomi bagi masyarakat lokal. Hanya dengan begitu mereka akan terus mempertahankan tempat dimana restorasi dilakukan.

**Metode dan Progres:**


1. **Pembentukan Tim Restorasi.** Sebelum dimulainya kegiatan restorasi, proses persetujuan di awal tanpa paksaan (PADIATAPA) dilakukan untuk memastikan bahwa penduduk desa mendapat informasi lengkap tentang restorasi ekosistem dan bahwa mereka secara sukarela ingin berpartisipasi dalam proses tersebut. Kedua, Kepala Desa mengeluarkan surat keputusan untuk membentuk tim restorasi, yang terdiri dari lima orang, termasuk Kepala Desa, Ketua Badan Pertimbangan Desa, dan tiga perwakilan masyarakat desa yang mengelola dan melaksanakan restorasi ekosistem, termasuk pengelolaan pembibitan.

   Badan Pertimbangan Desa desa bertanggung jawab untuk memimpin kegiatan restorasi, memastikan setiap langkah sesuai dengan pedoman, dan berkoordinasi dengan pihak terkait yang mendukung kegiatan ini. 2. **Pemilihan Lokasi (termasuk kepemilikan tanah).** Untuk pemilihan lokasi, masyarakat mengusulkan beberapa opsi melalui pertemuan bersama. Kemudian mereka memetakan lahan dan memeriksa legalitas kawasan dan sejarah bencana di lokasi yang akan direstorasi. Jika lokasi yang dipilih terletak di dalam hutan negara (kawasan *hutan*), harus dikonsultasikan dengan Kementerian Lingkungan Hidup dan Kehutanan melalui unit kesatuan pengelolaan hutan (KPH). Dasar hukum bagi masyarakat untuk merestorasi lahan dalam hutan negara adalah melalui perhutanan sosial (perhutanan sosial). Lokasi restorasi di luar hutan negara akan didiskusikan dengan pemilik lahan.

3. **Pemilihan Spesies.** Pemilihan jenis untuk penanaman dilakukan melalui diskusi kelompok fokus dengan masyarakat lokal yang mewakili kelompok yang berbeda, misalnya berdasarkan jenis kelamin dan usia. Proporsi spesies yang dibutuhkan untuk mencapai manfaat ekologi, ekonomi, dan sosial masing-masing sebanyak 50, 40, dan 10 persen. Kemudian masyarakat dipandu untuk memilih jenis tanaman berdasarkan manfaatnya, kesesuaian lahan, yaitu di ekosistem yang berbeda (seperti dataran rendah kering, lahan gambut, dan mangrove), dan ketersediaan bibit.

   Jumlah jenis pohon akan menentukan keragaman dan peran masing-masing spesies dalam ekosistem. Jumlah jenis yang akan ditanam sebaiknya sekitar 20 per hektar untuk memastikan indeks keanekaragaman hayati yang tinggi, yang menunjukkan keseimbangan ekosistem dan, dengan demikian, jasa lingkungan yang diberikan untuk masyarakat. Beberapa ciri jenis pohon yang harus dipertimbangkan akan mencakup jenis pohon asli, tumbuh cepat, dan menghasilkan buah.

Hal ini tergantung pada jumlah bibit dan ukuran tanah yang akan direstorasi; ukuran persemaian bervariasi dari yang kecil, misalnya, (3 x 4) m2 hingga persemaian besar (4 x 20) m2. 6. **Persiapan lahan.** Sebagian besar lahan yang ditargetkan untuk restorasi saat ini ditutupi oleh semak - semak dan perlu dibersihkan sebelum ditanam. Dua opsi untuk persiapan lahan termasuk pembersihan lahan secara manual dan secara mekanis.
   * Metode pembersihan manual menggunakan alat pertanian tradisional dan sederhana, seperti kapak, arit, dan cangkul untuk pembabatan, dan biasanya diterapkan untuk petak lahan dan anggaran yang terbatas. 8. **Pemantauan Reguler.** Pemantauan rutin dilakukan setiap tiga bulan selama setidaknya dua tahun berturut - turut dan setiap enam bulan sesudahnya sampai tahun kelima untuk mencatat tingkat kelangsungan hidup dan pertumbuhan pohon yang ditanam. Selain itu, analisis lingkungan pasca - restorasi menggunakan metode penilaian daya dukung lingkungan dan kamera perangkap dilakukan untuk menilai dampak jangka panjang ketika tutupan pohon meningkat, termasuk misalnya, peningkatan jasa lingkungan dan keberadaan satwa liar.

**Dampak**

* Pada periode 2022–2023, restorasi di Kabupaten Kotawaringin Barat mencakup 279,5 hektar dengan total 69.752 bibit pohon tertanam di 12 desa. Proses pemantauan berlangsung sejak 2024 hingga 2025.

**Pelajaran yang Dipetik**

* Restorasi membutuhkan komitmen dan dukungan jangka panjang dari berbagai pihak, termasuk pemerintah pusat dan daerah, sektor swasta, LSM, dan masyarakat setempat.
* Membangun kesadaran dan komitmen masyarakat untuk melaksanakan setiap langkah kegiatan restorasi membutuhkan waktu yang cukup panjang.
* Masyarakat lokal adalah aktor utama; oleh karena itu, kegiatan restorasi perlu membawa manfaat ekonomi jangka pendek kepada mereka.
* Status kawasan dan penguasaan tanah harus didefinisikan sejak awal untuk memastikan legalitas lahan restorasi.
* Untuk memenuhi kebutuhan penanaman, bibit dapat diperoleh dari Balai Pengelolaan Daerah Aliran Sungai, disamping dengan membangun persemaian permanen yang mudah diakses ke lokasi restorasi yang ditargetkan.
* Untuk memulihkan lahan terdegradasi dan tidak subur seperti di Kalimantan Tengah, penanaman pertama harus mencakup sejumlah jenis yang tumbuh cepat, termasuk jenis kacang - kacangan untuk meningkatkan kesuburan tanah.
* Pertimbangan yang cermat perlu dilakukan jika restorasi dilakukan di sempadan sungai untuk meminimalkan risiko banjir.

Piloting Community-Based Ecosystem Restoration

Uji Coba Restorasi Ekosistem Berbasis Masyarakat

**Systemic Problem:**

Rural communities are the most vulnerable to climate change and extreme weather events, such as floods and wildfires. Farmers can also drive environmental change by over-exploiting natural resources, including logging and forest conversion, and adopting unsustainable farming practices. To become agents of positive change, farmers need profitable and practical livelihoods that enable them to protect and restore nature.

\
The governments of Seruyan and Kotawaringin Barat are committed to producing all commodities in their districts sustainably. Through the Jurisdictional Certification program, district governments issue regulations to apply sustainable principles and criteria throughout the districts. Transforming regulations and policies into meaningful changes requires engaging with rural communities.

\
Two district-wide sustainable village development programs were created to support the adoption of sustainable livelihoods among rural communities in Central Kalimantan.

\
**Intervention:**

Called Gawi Bahaum in Kotawaringin Barat district and Gawi Bapakat in Seruyan district, the GB programs were launched to provide all villages with access to financial and technical support to make the transition towards sustainability. Local communities, through a bottom-up process, can propose for financial and technical support for sustainable livelihoods in their villages. GB programs are designed with a simple application process, using a bottom-up approach, to ensure that the program is accessible for all communities in the two districts.

\
The GB programs use a multi-stakeholder approach. Administered by a professional secretariat, the programs employ government resources, including agricultural extension workers, while pooling resources from consumer goods companies to support sustainable village development. As sustainable rural development can align with corporate sustainability commitments, the GB programs enable companies to finance activities that contribute to the achievement of their corporate sustainability goals.

\
**The GB programs provide support for four categories of activities:**


1. Provide incentives to protect forests in their villages. For every one hundred hectares of natural forests that communities protect, the programs will provide support for one hectare of sustainable, high-value agricultural production on bare land within the village.
2. Provide alternative, no-burning farming methods for indigenous villages. To prevent wildfires, indigenous farmers will be provided with agricultural inputs such as fertilizers and assisted with mechanical land clearing. Villages will also be supported in establishing fire hazard management units.
3. Provide support for the restoration of degraded lands within their villages. Community-based ecosystem restoration will not only provide ecological benefits such as disaster mitigation and improving wildlife habitat but also provide economic benefits from planting species that can generate economic benefits such as fruit trees and other cash crops.
4. Support the certification of farmers producing commodities such as oil palm, timber, and rubber. In return, they will get a price premium for producing commodities sustainably.

Kotawaringin Barat and Seruyan Districts.

**Method and Design:**

The first phase of the GB programs is to disseminate information about the program to all villages in two districts. All villages were invited to the launches of the GB programs, which were led by the district heads. After the launches, program information was distributed through many channels, such as posters and briefs and through social media, as well as special sessions for specific villages or sub-districts.

\
Villages that are interested in participating in the program should write a commitment letter. They should also nominate an implementation unit. Once the two first requirements are completed, the Steering Committee will decide whether they can officially participate in the programs. Once approved, the nominated villages will receive support to meet the other requirements before they start receiving incentives.

\
Templates are provided to villages to simplify the application process. Direct assistance for the application process is provided to village officials by extension workers. The secretariat can also be reached through the WhatsApp messaging service. The secretariat office also provides information and support to local communities. \n  \n Before villages can receive any support, they should meet certain sustainability requirements. There are five main requirements that should be met through a stepwise approach, as follows:


1. Villages should map their lands to identify areas that should be protected and that can be used for production;
2. A unit to register land rights and social conflicts should be established;
3. A village regulation to protect the remaining forest and preventing the degradation of ecosystems in the villages should be issued;
4. A paralegal unit to provide legal assistance for local communities should be established;
5. A deforestation and fire monitoring system should be established and administered properly.

After meeting at least three of the five requirements, the first tranche of financial, technical, or in-kind support will be provided for the activities proposed by the village. The support can include:

* Seeds and fertilizers;
* Access to equipment for land clearing;
* Access to post-harvest machinery;
* Facilitating off-take agreements for agricultural produce;
* Training and assistance for certification;
* Other support is needed to increase farmer productivity and income.

**Program Governance**

Each of the GB programs is governed by a Steering Committee, Secretariat, Implementation Unit, and Village Mobilization Unit. The roles and responsibilities of each unit are explained below.

The District Steering Committee is a committee at the district level that determines the programs, targets, and policies of the district GB Program. The Steering Committees were formed at the district level, consisting of government representatives and civil society organizations. The Steering Committees were established by decrees issued by each Head of District. The decisions made by the Steering Committee include:

* The official participation of villages in the GB programs;
* The support provided to participating villages to meet general and specific requirements;
* The incentives are allocated to each village after meeting the requirements.

\
The Secretariat is professionally run and currently hosted by the district development planning agency in each district. Kaleka also provides support for the administration of the Secretariat. The Secretariat coordinates program implementation among village facilitators, extension workers, and non-government organizations, including universities and local civil society organizations. The Secretariat also regularly communicates with villages.

\
The Sub-District Implementation Unit coordinates the implementation of the GB programs at the village level. The unit consists of government officials in the sub-district (Secretary, Head of Section, and Head of Sub-Division) with at least six members. Their roles are to:

* Coordinate with parties at the village and sub-district levels to accelerate the implementation of the GB programs;
* Monitor and evaluate the progress of the implementation of the GB programs at the village level;
* Assist and provide input to villages in the implementation of the GB programs;
* Report on the implementation of the GB programs to the Steering Committee.

\
The Village Mobilization Unit is the driving force for the implementation of the GB programs. The unit is established by the Village Head through a decree as one of five requirements of the GB programs. Village heads can appoint existing organizations in the village to be the Village Mobilization Unit including: youth groups, women groups, and farmer groups, among others. The Village Mobilization Unit has the following responsibilities:

* lead the process of fulfilling the GB Program requirements;
* document the GB-related processes;
* prepare proposals and activity reports.

The unit will be trained and supported by a village facilitator and an extension worker to carry out their responsibilities.

 \n **Progress until now**

In Kotawaringin Barat, the program was launched by the district head in April 2022, involving all villages in the district. During the meeting, 96 village representatives announced their commitment to join the program, with 51 villages immediately sending the letter to the secretariat. Of these 51 villages, 12 have submitted the decree on the creation of the village mobilization unit. The next step was mapping village lands for protection and production. Only three villages have completed this phase. At present, three villages are completing the requirements to receive incentives (Table 1).

In Seruyan, the program was launched by the district head in December 2022, involving all villages in the district. During the meeting, 77 village representatives announced their commitment, with 31 villages immediately sending the letter to the secretariat. Of these 31 villages, seven then submitted the decree on the village mobilization unit. At present, 28 villages are preparing to map lands for protection and production (Table 2).

**The Lessons Learned:**

The GB programs provide incentives directly to local communities who want to participate in sustainable development. The GB programs are designed to ensure that all villages within a district can participate by simplifying the requirements for programs. Villages are also provided with technical assistance so that they can comply with the pre-conditions for receiving incentives.

\
Consumer goods companies provide financial support to villagers through the GB programs. The companies usually have specific targets for their impact, such as improving the welfare and sustainability of their suppliers. The GB programs are also designed to enable impact monitoring and reporting, which align with corporate sustainability commitments, such as the total number of hectares of forests protected, restored, and managed sustainably. Through transparent and verifiable reporting mechanisms, companies can confidently make claims about their impacts.

\
The programs bring together many district stakeholders interested in community-based sustainable development. Under the leadership of the district governments, the programs use the current government structure to work throughout the districts, such as deploying extension and community development workers. Usually, one government worker is assigned to assist several villages in a district. The programs also provide support for government workers, including financial resources and training, so that they can effectively work with local communities. Indonesian state forests are under the authority of the national government. Consequently, the programs work closely with the local forest management units. Furthermore, sub-district governments also disseminate program information and support villages in complying with program requirements.

\
Civil society organizations such as local universities, non-profit organizations, and indigenous peoples’ groups are encouraged to be involved in the programs. Civil society organizations provide technical assistance to local communities based on their organizational expertise. The University of Antakusuma, a local university based in Kotawaringin Barat district, assisted villages in creating units to provide legal aid to local communities. The Indigenous Peoples' Alliance of Nusantara (AMAN) provides technical assistance for indigenous villages to conduct participatory mapping and implement fire-free agricultural practices.

 \n A district secretariat coordinates the stakeholders, which is hosted by a government agency but run by professionals. Villages can directly access information by contacting the secretariat through a telephone call or via instant messaging platforms, such as WhatsApp. In the event that local facilitators or extension workers are delivering the program as promised, communities can coordinate directly with the secretariat.

\
With the governance architecture in place, the programs are ready to reach all villages in the two districts. We are currently piloting the program in a few villages to learn from the process and create success stories for other villages to imitate. Some villages are not interested in the programs because they have not seen any benefits yet. Some villages are also skeptical as many previous initiatives have failed. As the incentives begin to demonstrate positive impacts, we believe that it will encourage other villages to participate in the program.

\
In Kotawaringin Barat district, the Secretariat has been assisting two villages that Kaleka previously has been working with. An additional village is making progress without being supported intensively because their community development worker has experience in assisting one of the two pilot villages. The village mobilization unit also actively communicates with the Secretariat.

\
At present, the Secretariat in Kotawaringin Barat district is not actively recruiting new villages as we are assessing what generates village interest in the program. We learned that active community development workers make a difference. A champion at the village level, such as village heads or elders, can also motivate participation.

\
In Seruyan district, many villages, most of which Kaleka has not engaged, are making progress in completing the program requirements. There are several reasons for the active village participation. First, the Secretariat in Seruyan district is actively reaching out to villages to increase program participation. Second, there are limited funding opportunities for village development in Seruyan district as compared to Kotawaringin Barat district.

\

**Masalah Sistemik:**

Masyarakat pedesaan sangat rentan terhadap kejadian perubahan iklim dan cuaca ekstrem, seperti banjir dan kebakaran hutan. Petani juga dapat mendorong perubahan lingkungan melalui eksploitasi sumber daya alam yang berlebihan, termasuk penebangan dan konversi hutan, serta penerapan praktik pertanian yang tidak berkelanjutan. Untuk menjadi agen perubahan yang positif, petani membutuhkan mata pencaharian yang praktis, menguntungkan, serta memungkinkan mereka untuk menjaga kelestarian alam.

\
Pemerintah Kabupaten Seruyan dan Kotawaringin Barat berkomitmen untuk memproduksi seluruh komoditas di kabupatennya secara berkelanjutan. Melalui program Sertifikasi Yurisdiksi, pemerintah kabupaten mengeluarkan peraturan untuk menerapkan prinsip dan kriteria berkelanjutan di seluruh kabupaten. Mengubah peraturan dan kebijakan menjadi perubahan yang bermakna membutuhkan keterlibatan masyarakat lokal.

\
Dua program pembangunan desa berkelanjutan tingkat kabupaten telah dibuat untuk mendukung penerapan mata pencaharian berkelanjutan di antara masyarakat pedesaan di Kalimantan Tengah.

\
**Intervensi:**

Dengan sebutan Gawi Bahaum di Kabupaten Kotawaringin Barat dan Gawi Bapakat di Kabupaten Seruyan, Program GB diluncurkan untuk menyediakan akses berupa dukungan keuangan dan teknis bagi semua desa dalam tahap transisi menuju ke keberlanjutan. Melalui proses dari bawah ke atas, masyarakat lokal dapat mengajukan dukungan finansial dan teknis untuk penghidupan berkelanjutan di desa mereka. Program GB dirancang dengan proses aplikasi yang sederhana, menggunakan pendekatan dari bawah ke atas untuk memastikan bahwa program dapat diakses oleh semua masyarakat di Kabupaten Kotawaringin Barat dan Kabupaten Seruyan.

\
Program GB menggunakan pendekatan multi-pihak. Program ini dikelola oleh Sekretariat profesional menggunakan sumber daya pemerintah, termasuk penyuluh pertanian, sambil mengumpulkan sumber daya dari perusahaan barang konsumsi untuk mendukung pembangunan desa yang berkelanjutan. Karena pembangunan pedesaan yang berkelanjutan dapat selaras dengan komitmen keberlanjutan perusahaan, Program GB memungkinkan perusahaan membiayai kegiatan yang berkontribusi pada pencapaian tujuan keberlanjutan perusahaan mereka.

 \n Program GB memberikan dukungan untuk empat kategori kegiatan:


1. Memberikan insentif untuk melindungi hutan di desa mereka. Untuk setiap seratus hektar hutan alam yang dilindungi masyarakat, program tersebut akan mendukung satu hektar produksi pertanian bernilai tinggi yang berkelanjutan di lahan kosong di dalam desa.
2. Memberikan alternatif, metode pertanian tanpa pembakaran untuk desa adat. Untuk mencegah kebakaran hutan, petani lokal akan diberikan bantuan pertanian seperti pupuk dan dibantu dengan pembersihan lahan secara mekanis. Desa juga akan didukung untuk membentuk unit manajemen bahaya kebakaran.
3. Memberikan dukungan untuk pemulihan lahan terdegradasi di desa mereka. Restorasi ekosistem berbasis masyarakat tidak hanya memberikan manfaat ekologis seperti mitigasi bencana dan perbaikan habitat satwa liar, tetapi juga memberikan manfaat ekonomi dari penanaman spesies yang dapat menghasilkan manfaat ekonomi seperti pohon buah-buahan dan tanaman komersial lainnya.
4. Mendukung sertifikasi petani penghasil komoditas seperti kelapa sawit, kayu, dan karet. Sebagai imbalannya, mereka akan mendapatkan harga premium karena memproduksi komoditas secara berkelanjutan.

4. Insentif langsung bagi masyarakat lokal: setiap tindakan keberlanjutan terkait dengan insentif bagi masyarakat.
5. Didanai oleh perusahaan barang konsumen: pembangunan berkelanjutan dapat diselaraskan dengan komitmen keberlanjutan perusahaan secara sukarela.

Kabupaten Kotawaringin Barat dan Seruyan

**Metode dan Desain:**

Tahap pertama dari Program GB adalah sosialisasi program ke seluruh desa di kedua kabupaten. Semua desa diundang untuk peluncuran Program GB yang dipimpin oleh Bupati. Setelah kegiatan peluncuran, informasi program disebarluaskan melalui berbagai saluran, seperti poster dan media sosial, serta sesi khusus untuk desa atau kecamatan tertentu.

\
Desa-desa yang akan mengikuti Program GB harus membuat surat komitmen terlebih dahulu. Mereka juga harus menominasikan unit pelaksana. Setelah kedua persyaratan awal selesai, Komite Pengarah akan memutuskan apakah mereka dapat berpartisipasi secara resmi dalam program tersebut. Setelah disetujui, desa yang dinominasikan akan menerima dukungan untuk memenuhi persyaratan lainnya sebelum mereka mulai menerima insentif.

\
Untuk mempermudah proses aplikasi, template disediakan ke desa-desa. Pendampingan langsung untuk proses aplikasi diberikan kepada aparat desa oleh penyuluh. Selain itu masyarakat juga dapat menghubungi Sekretariat melalui layanan pesan *WhatsApp* atau menghubungi kantor Sekretariat untuk mendapatkan bantuan dan informasi.

\
Sebelum desa dapat menerima bantuan, mereka harus memenuhi persyaratan keberlanjutan tertentu. Ada lima persyaratan utama yang harus dipenuhi melalui pendekatan bertahap:


1. Desa harus memetakan lahan mereka untuk mengidentifikasi kawasan yang harus dilindungi dan yang dapat digunakan untuk produksi;
2. Harus dibentuk unit pendaftaran hak atas tanah dan konflik sosial;
3. Peraturan desa untuk melindungi hutan yang tersisa dan mencegah degradasi ekosistem di desa harus diterbitkan;
4. Unit paralegal untuk memberikan bantuan hukum bagi masyarakat lokal harus dibentuk;
5. Sistem pemantauan deforestasi dan kebakaran harus ditetapkan dan dikelola dengan baik.

\
Setelah memenuhi setidaknya tiga dari lima persyaratan di atas, tahap pertama dukungan keuangan, teknis atau barang, akan diberikan untuk kegiatan yang diusulkan oleh desa. Dukungan tersebut dapat meliputi:

* Benih dan pupuk;
* Akses ke peralatan untuk pembukaan lahan;
* Akses ke mesin pasca panen;
* Memfasilitasi perjanjian off-take untuk hasil pertanian;
* Pelatihan dan pendampingan sertifikasi;
* Dukungan lain yang diperlukan untuk meningkatkan produktivitas dan pendapatan petani.

**Tata Kelola Program**

Setiap Program GB diatur oleh Komite Pengarah, Sekretariat, Unit Pelaksana dan Unit Penggerak Desa. Peran dan tanggung jawab masing-masing unit adalah seperti yang dijelaskan di bawah ini.

\
Komite Pengarah Kabupaten adalah panitia di tingkat kabupaten yang menetapkan program, sasaran, dan kebijakan Program GB kabupaten. Komite Pengarah dibentuk di tingkat kabupaten, terdiri dari perwakilan pemerintah dan organisasi masyarakat sipil. Komite Pengarah dibentuk dengan surat keputusan yang dikeluarkan oleh masing-masing Bupati. Keputusan yang diambil oleh Komite Pengarah meliputi:

* Partisipasi resmi desa dalam program GB;
* Dukungan yang diberikan kepada desa peserta untuk memenuhi persyaratan umum dan khusus;
* Insentif yang dialokasikan ke setiap desa setelah memenuhi persyaratan. \n 

Sekretariat dijalankan secara profesional dan saat ini diselenggarakan oleh Bappeda di setiap kabupaten. Selain itu, Kaleka juga memberikan dukungan administrasi kesekretariatan. Sekretariat bertanggung jawab untuk mengkoordinasikan pelaksanaan program antara fasilitator desa, penyuluh, perguruan tinggi, dan organisasi masyarakat sipil setempat. Sekretariat juga rutin berkomunikasi dengan desa.

\
Unit Pelaksana Kecamatan mengkoordinasikan pelaksanaan Program GB di tingkat desa. Unit ini terdiri dari pejabat pemerintah di kecamatan (Sekretaris, Kepala Bagian, dan Kepala Subbagian) dengan anggota minimal enam orang. Peran mereka adalah sebagai berikut:

* Berkoordinasi dengan para pihak di tingkat desa dan kecamatan untuk percepatan pelaksanaan program GB;
* Memantau dan mengevaluasi perkembangan pelaksanaan program GB di tingkat desa;
* Mendampingi dan memberikan masukan kepada desa dalam pelaksanaan program GB;
* Melaporkan pelaksanaan program GB kepada Dewan Pengarah.

\
Tim Penggerak Desa merupakan motor penggerak pelaksanaan Program GB. Unit tersebut dibentuk oleh Kepala Desa melalui surat keputusan sebagai salah satu dari lima persyaratan Program GB. Kepala Desa dapat menunjuk organisasi yang ada di desa untuk menjadi Tim Penggerak Desa antara lain: kelompok pemuda, kelompok wanita, dan kelompok tani. Tim Penggerak Desa memiliki tanggung jawab sebagai berikut:

* Memimpin proses pemenuhan persyaratan Program GB;
* Mendokumentasikan proses terkait GB;
* Menyusun proposal dan laporan kegiatan.

Unit tersebut akan dilatih dan didukung oleh fasilitator desa dan penyuluh untuk melaksanakan tanggung jawab mereka.

**Proses Hingga Saat Ini**

Di Kotawaringin Barat, program diluncurkan oleh Bupati pada April 2022, melibatkan seluruh desa di kabupaten tersebut. Dalam pertemuan tersebut, 96 perwakilan desa mengumumkan komitmen mereka untuk mengikuti program, dengan 51 desa segera mengirimkan surat ke Sekretariat. Dari 51 desa tersebut, baru 12 desa yang menyerahkan Surat Keputusan (SK) pembentukan Tim Penggerak Desa. Langkah selanjutnya adalah memetakan lahan desa untuk perlindungan dan produksi. Hanya tiga desa yang telah menyelesaikan fase ini. Saat ini, tiga desa sedang melengkapi persyaratan untuk menerima insentif (Tabel 1).

Di Seruyan, program diluncurkan oleh Bupati pada Desember 2022, melibatkan seluruh desa di kabupaten tersebut. Dalam pertemuan tersebut, 77 perwakilan desa mengumumkan komitmennya, dengan 31 desa langsung mengirimkan surat ke Sekretariat. Dari 31 desa tersebut, hanya 7 desa yang kemudian menyerahkan SK Tim Penggerak Desa. Saat ini, 28 desa sedang bersiap untuk memetakan lahan untuk perlindungan dan produksi (Tabel 2).

**Pelajaran yang Didapatkan**

Program GB memberikan insentif langsung kepada masyarakat lokal yang ingin berpartisipasi dalam pembangunan berkelanjutan. Program GB dirancang untuk memastikan bahwa semua desa dalam satu kabupaten dapat berpartisipasi dengan menyederhanakan persyaratan program. Selain itu, desa juga diberikan bantuan teknis agar mereka dapat memenuhi prasyarat untuk menerima insentif.

\
Perusahaan barang konsumsi memberikan dukungan keuangan kepada masyarakat desa melalui Program GB. Perusahaan biasanya memiliki target khusus terkait dampak operasinya, seperti meningkatkan kesejahteraan dan keberlanjutan para pemasok bahan baku mereka. Program GB juga dirancang untuk memungkinkan pemantauan dan pelaporan dampak yang sejalan dengan komitmen keberlanjutan perusahaan, seperti jumlah hektar hutan yang dilindungi, yang dipulihkan, dan dikelola secara berkelanjutan. Melalui mekanisme pelaporan yang transparan dan dapat diverifikasi, perusahaan dapat dengan yakin membuat klaim tentang dampaknya.

\
Program GB menyatukan banyak pemangku kepentingan di tingkat kabupaten yang tertarik dengan pembangunan berkelanjutan berbasis masyarakat. Di bawah kepemimpinan pemerintah kabupaten, program ini menggunakan struktur pemerintahan saat ini untuk bekerja di seluruh wilayah kabupaten, seperti mengerahkan tenaga penyuluh dan pengembangan masyarakat. Biasanya, satu pegawai pemerintah ditugaskan untuk membantu beberapa desa dalam satu kabupaten. Program ini juga memberikan dukungan bagi pegawai pemerintah, termasuk sumber daya keuangan dan pelatihan, sehingga mereka dapat bekerja secara efektif dengan masyarakat setempat. Hutan negara Indonesia berada di bawah kewenangan pemerintah pusat. Konsekuensinya, program ini melibatkan kerja sama dengan unit pengelolaan hutan setempat. Selain itu, pemerintah kecamatan juga menyebarluaskan informasi program dan membantu desa untuk memenuhi persyaratan program.

\
Organisasi masyarakat sipil seperti universitas lokal, organisasi nirlaba, dan kelompok masyarakat adat, didorong untuk terlibat dalam Program GB. Organisasi masyarakat sipil memberikan bantuan teknis kepada masyarakat lokal berdasarkan keahlian organisasi mereka. Universitas Antakusuma, sebuah universitas lokal yang berbasis di Kabupaten Kotawaringin Barat, membantu desa-desa membentuk unit-unit untuk memberikan bantuan hukum bagi masyarakat setempat. Aliansi Masyarakat Adat Nusantara (AMAN) memberikan bantuan teknis kepada desa adat untuk melakukan pemetaan partisipatif dan menerapkan praktik pertanian tanpa membakar.

\
Sekretariat kabupaten bertugas melakukan koordinasi dengan para pemangku kepentingan. Sekretariat ini diselenggarakan oleh lembaga pemerintah dan dijalankan oleh para profesional. Desa juga bisa mendapatkan informasi secara langsung dengan menghubungi Sekretariat melalui panggilan telepon atau platform pesan instan, seperti *WhatsApp*. Jika fasilitator lokal atau penyuluh telah menyampaikan program sesuai dengan yang dijanjikan, masyarakat dapat berkoordinasi langsung dengan Sekretariat.

\
Dengan arsitektur tata kelola yang sudah ada, Program GB siap menjangkau seluruh desa di kedua kabupaten tersebut. Saat ini, kami sedang melakukan percontohan program di beberapa desa untuk mempelajari proses tersebut dan membuat kisah sukses untuk ditiru oleh desa lain. Beberapa desa tidak tertarik dengan program ini karena belum melihat manfaatnya. Beberapa desa juga skeptis karena banyak inisiatif sebelumnya yang gagal. Karena insentif mulai menunjukkan dampak positif, kami percaya bahwa hal itu akan mendorong desa-desa lain untuk turut serta berpartisipasi dalam program ini.

\
Di Kabupaten Kotawaringin Barat, Sekretariat telah mendampingi dua desa yang sebelumnya telah bekerjasama dengan Kaleka. Adanya satu desa tambahan menunjukkan perkembangan padahal belum didukung secara intensif. Hal ini dikarenakan adanya petugas pengembangan masyarakat yang telah memiliki pengalaman dalam membantu salah satu dari dua desa percontohan. Tim Penggerak Desa juga aktif berkomunikasi dengan Sekretariat.

Saat ini, Sekretariat di Kabupaten Kotawaringin Barat tidak aktif merekrut desa baru karena kami sedang menilai apa yang membuat desa tertarik dengan program ini. Kami belajar bahwa pekerja pengembangan masyarakat yang aktif telah mampu membuat perbedaan. Seorang petinggi di tingkat desa, seperti Kepala Desa atau tokoh masyarakat, juga bisa mendorong untuk partisipasi.

Di Kabupaten Seruyan, ada banyak desa, yang sebagian besar belum terlibat dalam kegiatan Kaleka, namun mengalami kemajuan dalam menyelesaikan persyaratan Program GB. Ada beberapa alasan terkait partisipasi aktif desa ini. Pertama, Sekretariat di Kabupaten Seruyan aktif melakukan sosialisasi ke desa-desa untuk meningkatkan partisipasi program. Kedua, terbatasnya peluang pendanaan untuk pembangunan desa di Kabupaten Seruyan dibandingkan dengan Kabupaten Kotawaringin Barat.
