The Government of Kotawaringin Barat is committed to promoting sustainable oil palm management through a jurisdictional approach. The jurisdictional approach is the application of sustainability principles and criteria – which have been implemented at the plantation management unit level, to the jurisdiction level or government administrative area level, such as provinces and districts.

One of the principles of sustainability is to protect and preserve high conservation value (HCV) areas. At the plantation level, it is necessary to identify the location and extent of these HCV areas, plan their management, and carry out periodic monitoring to minimize the negative impacts of each production activity such as logging, plantation, and agriculture.

At the jurisdictional level, the process that was previously implemented at the plantation level is then shifted to the district level. HCV identification also needs to be carried out at the district level. Areas that are identified as HCVs must be managed through laws and regulations such as Regional Spatial Plans and Regional Medium-Term Development Plans.

This document aims to provide information on the method for identifying high conservation value (HCV) areas and the application of the method for HCV identification in Kotawaringin Barat. The identification results are useful as input for local governments, in particular the sub-working group for Jurisdiction Certification in charge of HCV protection as well as respective regional apparatus organizations in making the right decisions when managing HCV to support sustainable development in Kotawaringin Barat.

Pemerintah Kotawaringin Barat berkomitmen untuk mendorong pengelolaan kelapa sawit berkelanjutan melalui pendekatan yurisdiksi. Pendekatan yurisdiksi adalah penerapan prinsip dan kriteria keberlanjutan yang telah diterapkan di tingkat unit manajemen perkebunan, hingga tingkat yurisdiksi atau tingkat wilayah administrasi pemerintahan, seperti provinsi dan kabupaten.

Salah satu prinsip keberlanjutan adalah melindungi dan melestarikan kawasan bernilai konservasi tinggi (HCV). Di tingkat perkebunan, perlu dilakukan identifikasi lokasi dan luasan kawasan NKT tersebut, perencanaan pengelolaannya, dan pemantauan berkala untuk meminimalkan dampak negatif dari setiap kegiatan produksi seperti penebangan, perkebunan, dan pertanian. \n 

Di tingkat yurisdiksi, proses yang sebelumnya diterapkan di tingkat perkebunan kemudian dialihkan ke tingkat kabupaten. Identifikasi NKT juga perlu dilakukan di tingkat kabupaten. Kawasan yang teridentifikasi sebagai HCV harus dikelola melalui peraturan perundang-undangan seperti Rencana Tata Ruang Wilayah dan Rencana Pembangunan Jangka Menengah Daerah.

Dokumen ini bertujuan untuk memberikan informasi tentang metode identifikasi kawasan bernilai konservasi tinggi (HCV) dan penerapan metode identifikasi HCV di Kotawaringin Barat. Hasil identifikasi ini berguna sebagai masukan bagi pemerintah daerah, khususnya Subpokja untuk Sertifikasi Yurisdiksi yang bertanggung jawab dalam perlindungan NKT serta organisasi perangkat daerah terkait dalam mengambil keputusan yang tepat dalam mengelola NKT untuk mendukung pembangunan berkelanjutan di Kotawaringin Barat.
