The issue of climate change and its impacts has been recognized by the public. Indonesia's seriousness in addressing the issue of climate change has been proven by ratifying the Paris Agreement in the United Nations Framework Convention on Climate Change (UNFCCC).

This commitment is then comprehensively translated or integrated into planning documents at the national level. The public has also urged that not only the central government, but local governments must also take action to address the issue of climate change.

Unfortunately, when it was relegated to the subnationals, the commitment stopped at the provincial level. The authority related to climate change mitigation and adaptation is not shared with the district government although real action related to climate change must occur at the district level because the district government is one of the closest administrative regions to the community.

\
At the national level, commitments to the Paris Agreement have been ratified under Law Number 16 of 2016. Furthermore, efforts to achieve the Paris Agreement have been detailed in a recognized document called the Nationally Determined Commitment (NDC) which was also registered with the UNFCCC.

If we examine planning documents at the national level, climate change mitigation and adaptation measures have been significantly integrated in the 2014-2019 National Medium-Term Development Plan (RPJM) or technocratic design 2020-2014. The related sectors have also explicitly translated the climate change mitigation and adaptation targets in their respective strategic plan documents (renstra).

Since Indonesia’s commitment is reflected in the planning documents, the public can also be confident of the Government of Indonesia's real efforts to take concrete actions related to climate change. The central government must budget and implement the action plan. Annually, the public can monitor the achievements of these efforts in the performance reports of ministries and institutions.

However, this spirit only stopped at the provincial level. Law on Local Government No. 23/2014 which divides authority between the central, provincial and district/city governments does not mention, let alone regulate, the authority regarding climate change. Regulation of Minister of Home Affairs No 86/2017, which is a reference for regions to draw up their development plans, provides a menu list of performance indicators for local governments.

On climate change, Regulation of Minister of Home Affairs No 86/2017 emphasizes that the provincial government may take provincial action to mitigate and adapt to climate change and greenhouse gas inventories. Districts, unfortunately, do not have the authority, therefore there are no performance indicators related to climate change that can be done in the Regional Medium-Term Development Plan (RPJM), let alone budgeted in the Local Budget (APBD).

If searched carefully, districts that are really serious about taking action on climate change can use the opportunities provided in the Environmental Management and Protection Plan (RPPLH) which can contain climate change adaptation and mitigation plans.

This RPPLH is expressly mandated by the Law on Environment No. 32/2009 and detailed in Regulation of Minister of Home Affairs No 86/2017. Unfortunately, subordinate regulations regarding RPPLH are still in ongoing process.

**The Authority of Districts**

The local government that wants to do something related to climate change must wait until the national regulations related to the RPPLH are resolved or merely waiting; perhaps there are activities funded by the central government’s task assistance fund that does not require viability gap funds from the Local Budget.

\
Without a doubt, regions that are serious about the issue of climate change are better off avoiding the risk of administrative violations rather than forcing them to carry out climate change action activities in their RPJMD or Local Budget.

\
Many argue that districts do not need to make efforts related to climate change. One rationale is due to limited capacity, both human and fiscal resources. At present, affairs related to the forestry sector have also been withdrawn to the provincial level, leaving only matters related to the forest park to the district.

\
Some actions related to climate change, such as the waste sector, have been shared to district level so that if the region is serious on its commitment, it may use its little authority to contribute to climate change actions.

\
The example provided by Regulation of Minister of Home Affairs No 7/2018 on the Strategic Environmental Assessment of the Regional RPJM provides a basis for argument that it is necessary to involve district governments in achieving national commitments. Regulation of Minister of Home Affairs No. 7/2018 requires local governments, including districts, to seriously consider how Indonesia can achieve the Sustainable Development Goals (SDG).

With limited capacity, the district governments are forced to learn about SDGs and try to be able to achieve SDG with all their limitations. It is hoped that from this learning process one or two districts will innovate and become examples for other districts in achieving SDG.

Decentralization, which is the delegation of authority to local government, is based on the theory that the district government is the head of the administrative area closest to the community that needs to be provided with public services.

\
District government are the best authority in understanding the needs of their constituents compared to the higher level of government, therefore, the implementation of real actions that engage the community must be done at the district level. Regarding climate change, at least the district government must be involved in climate change adaptation measures to ensure that their people have the resilience to face an increasingly uncertain climate.

Agricultural extension workers who are currently under the the district government command must understand the increasingly extreme climate and weather variability to provide farmers accurate information about the rice planting calendar to prevent losses due to weather or uncertain seasons. This certainly can only be realized if the central government shares the authority of climate change to the district level.

Isu perubahan iklim dan dampaknya telah disadari masyarakat pada umumnya. Keseriusan Indonesia menghadapi isu perubahan iklim telah terbukti dengan meratifikasi Persetujuan Paris dalam Konvensi Kerangka Kerja Perserikatan Bangsa-Bangsa untuk Perubahan Iklim (*United Nations Framework for Climate Change Convention*/UNFCCC).

Komitmen ini kemudian diterjemahkan atau diintegrasi secara apik ke dalam dokumen perencanaan di tingkat nasional. Publik juga ikut mendesak agar tak hanya pemerintah pusat, tetapi pemerintah daerah juga harus mengambil tindakan untuk atasi isu perubahan iklim.

Sayangnya, ketika diturunkan ke daerah, komitmen ini terhenti di tingkat provinsi. Kewenangan terkait mitigasi dan adaptasi perubahan iklim tak dibagi ke pemerintah kabupaten walau aksi nyata terkait perubahan iklim harus terjadi di tingkat kabupaten karena pemerintah kabupaten merupakan salah satu wilayah administrasi yang paling dekat dengan masyarakat.

Pada tingkat nasional, komitmen terhadap Persetujuan Paris telah disahkan dalam UU Nomor 16 Tahun 2016. Selanjutnya, upaya mencapai Persetujuan Paris telah didetailkan dalam dokumen yang dikenal dengan *Nationally Determined Commitment* (NDC) yang juga didaftarkan ke UNFCCC.

Apabila kita memeriksa dokumen perencanaan di tingkat nasional, upaya mitigasi dan adaptasi perubahan iklim telah secara nyata diintegrasi dalam Rencana Pembangunan Jangka Menengah (RPJM) Nasional 2014-2019 ataupun rancangan teknokratik 2020-2014. Sektor-sektor terkait juga telah secara tegas menerjemahkan target mitigasi dan adaptasi perubahan iklim dalam dokumen rencana strategis (renstra) masing-masing.

Dengan terefleksikannya komitmen Indonesia dalam dokumen perencanaan, publik pun dapat meyakini upaya nyata Pemerintah Indonesia untuk melakukan aksi nyata terkait perubahan iklim. Pemerintah pusat harus menganggarkan dan mengimplementasikan rencana aksi itu. Publik selanjutnya dapat memantau capaian dari upaya tersebut dalam laporan kinerja kementerian dan lembaga setiap tahun.

Namun, semangat ini hanya terhenti di tingkat provinsi. UU Pemerintah Daerah No 23/2014 yang membagi kewenangan antara pemerintah pusat, provinsi, dan kabupaten/kota sama sekali tak menyebut, apalagi mengatur, mengenai kewenangan terkait perubahan iklim. Permendagri No 86/2017, yang merupakan rujukan bagi daerah untuk menyusun rencana pembangunannya, memberikan daftar menu indikator kinerja bagi pemda.

Terkait perubahan iklim, Permendagri No 86/2017 menegaskan, pemerintah provinsi dapat melakukan upaya aksi mitigasi dan adaptasi perubahan iklim provinsi serta inventarisasi gas rumah kaca. Kabupaten, sayangnya, tak kebagian kewenangan sehingga tidak ada indikator kinerja terkait perubahan iklim yang dapat dilakukan dalam RPJM daerah, apalagi dianggarkan dalam Anggaran Pendapatan dan Belanja Daerah (APBD).

Apabila dicari dengan saksama, kabupaten yang benar-benar serius melakukan aksi perubahan iklim dapat menggunakan peluang yang disediakan dalam Rencana Pengelolaan dan Perlindungan Lingkungan Hidup (RPPLH) yang dapat memuat rencana adaptasi serta mitigasi perubahan iklim.

RPPLH ini memang secara tegas diamanatkan oleh UU Lingkungan Hidup No 32/2009 dan didetailkan selanjutnya dalam Permendagri No 86/2017. Sayangnya, aturan turunan terkait RPPLH masih dalam proses penyelesaian.

**Kewenangan Kabupaten**

Pemerintah kabupaten yang ingin melakukan sesuatu terkait perubahan iklim harus menunggu sampai diselesaikan aturan nasional terkait dengan RPPLH atau memang hanya menunggu, barangkali ada kegiatan yang didanai oleh dana tugas pembantuan dari pusat yang tidak memerlukan dana pendamping dari APBD.

Tentunya daerah yang serius terhadap isu perubahan iklim lebih baik menghindari risiko pelanggaran administrasi daripada memaksakan melaksanakan kegiatan aksi perubahan iklim di dalam RPJMD atau APBD mereka.

\
Banyak yang berargumen bahwa kabupaten memang tidak perlu melakukan upaya terkait perubahan iklim. Salah satu alasannya adalah karena keterbatasan kapasitas, baik sumber daya manusia maupun fiskal. Saat ini urusan terkait dengan sektor kehutanan juga sudah ditarik kembali ke level provinsi dan hanya menyisakan urusan terkait dengan taman hutan raya ke kabupaten.

Beberapa aksi terkait perubahan iklim, misalnya sektor persampahan, telah dibagi ke tingkat kabupaten sehingga jika daerah serius dapat menggunakan kewenangan yang sedikit itu dalam berkontribusi terhadap aksi perubahan iklim.

Contoh yang diberikan oleh Permendagri No 7/2018 mengenai Kajian Lingkungan Hidup Strategis RPJMD menyediakan basis untuk berargumen bahwa pelibatan pemerintah kabupaten dalam mencapai komitmen nasional merupakan keniscayaan. Permendagri No 7/2018 mewajibkan pemda, termasuk kabupaten, serius memikirkan bagaimana Indonesia mencapai *Sustainable Development Goals* (Tujuan Pembangunan Berkelanjutan/TPB).

Dengan kapasitas yang terbatas, pemerintah kabupaten dipaksa belajar mengenai TPB dan mencoba berupaya untuk dapat mencapai TPB dengan segala keterbatasannya. Dari proses belajar tersebut diharapkan tentunya satu-dua kabupaten jadi berinovasi dan menjadi contoh bagi kabupaten lain dalam mencapai TPB.

Desentralisasi yang merupakan pelimpahan kewenangan ke pemda didasari teori bahwa pemerintah kabupaten merupakan kepala wilayah administrasi yang terdekat dengan masyarakat yang perlu diberikan pelayanan publik.

\
Pemerintah kabupaten oleh karena itu yang paling paham kebutuhan konstituennya dibandingkan dengan tingkat pemerintah lebih tinggi sehingga implementasi aksi nyata yang menyentuh masyarakat harus dilakukan di tingkat kabupaten. Terkait perubahan iklim, setidaknya pemerintah kabupaten harus terlibat dalam upaya adaptasi perubahan iklim untuk memastikan masyarakatnya memiliki ketahanan menghadapi iklim yang semakin tak menentu.

Penyuluh pertanian yang saat ini ada di bawah komando pemerintah kabupaten harus paham mengenai variabilitas cuaca dan iklim yang kian ekstrem sehingga dapat memberikan informasi akurat bagi petani mengenai kalender tanam padi untuk mencegah kerugian akibat cuaca atau musim yang tak menentu. Hal ini tentu hanya dapat diwujudkan jika pemerintah pusat membagi kewenangan perubahan iklim itu ke tingkat kabupaten.
